Consultant for Baseline survey for Improving Migrant Protection and Assistance for Children in Thailand

Save the Children International is looking for a consultant to conduct baseline survey in order to gather baseline information for IMPACT project.  Details of the work is as shown below.

Introduction
The project “Improving Migrant Protection and Assistance for Children in Thailand - IMPACT” is funded by  ANCP/AUSAID.  The project will be implemented during August 2013 – July 2014.  The project was implemented by Save the Children (SC), Help without Frontiers (HWF), Foundation for Child Development (FCD) and Foundation for Rural Youth (FRY).  The project covers four components with child protection as the main component.  The other three components, health, education and child participation will largely contribute to the main child protection goal of the project. 
 
The location for implementation of project activities are Bang Bon and Bang Kun Tien districts in Bangkok; and Mae Sot and Pob Prah districts in Tak.

The goal of the project is “Migrant children, primarily from Myanmar, live within an effective protection system and have access to strong care, education, and health services”.

The project log frame had three objectives as follows:

Objective 1: Strengthen child protection mechanisms to effectively support and protect children who are on the move, primarily Burmese (80%) and Cambodian (20%) children in 3 provinces with high migrant populations

Objective 2: Strengthen and promote effective, appropriate and innovative programs for delivering basic services, preventing risky movement and responding to issues faced by migrant children

Objective 3: Integrate local child protection mechanisms into regional (ASEAN and Mekong) and national policy frameworks

Scope of the work
Within the project, non-state actors including children and their families, community members, community-based organisations as well as local authorities; teachers, etc. have been supported in various areas, which we need baseline information for measurement against at mid term and end term.   

However, this is with the understanding that the project provides different kind of services to different target groups. Therefore, it is important that the survey team needs to decide in cooperation with the project team, which includes implementing partners which of the below mentioned areas apply to the particular target groups.

C. Child Protection

Methodologies and tools
To be designed by the research team and agreed by SCI.

Timeline
The whole process of the baseline survey should cover the period of 30 working days starting on 28 July 2014.

Deliverables

At the end of 30 days, the consultant should be able to submit the baseline data against the project outcomes and output indicators as well as submit a narrative report with approximately 20 pages.
