Better Work is a unique partnership program between the International Labour Organization (ILO) and the International Finance Corporation (IFC). Launched in February 2007, it aims to improve labour standards and competitiveness in global supply chains. Better Work involves the development of both global tools and country level projects. The focus is on scalable and sustainable solutions which build cooperation between government, employer and worker organizations, and international buyers.
Improving labour standards in global supply chains is an important part of a pro-poor development strategy. Ensuring workers’ rights and entitlements are protected helps to distribute the benefits of trade. Better Work supports enterprises in implementing the ILO core international labour standards and national labour law. This helps enterprises compete in global markets where many buyers demand compliance with labour standards from their suppliers. Improved labour standards also assist enterprises be more competitive through higher productivity and quality. These benefits help build the business case and supplier support for improved labour standards.

Function

Under the direction of the BW Global Operations Manager and the direct supervision of the BWG Programme Officer, the incumbent contributes to the implementation of the ILO Better Work Programme primarily at national level through the design, support and monitoring of country programmes.

Duties and Responsibilities

1.    Contribute to the formulation of project documents for new country programmes or supplementing of existing country programmes in close collaboration with the BWG Programme Officer, ILO and IFC counterparts and key stakeholders in the region.

2.    Provide programming support including administrative and financial controls to BW country programmes in Asia. Prepare budget estimates and expenditures forecasts by analysing situation of resources as compared to planned activities.

3.    Contribute to the monitoring and expediting of programme implementation through the coordination and revision of technical progress reports and participation in reviews and evaluations.

4.    Contribute to the formulation and updating of work plans and performance plans. Identify difficulties and propose different approaches/or alternative methods for problem solutions.

5.    Brief ILO specialists, technical experts and consultants on relevant information regarding the BW country programmes in Asia.

6.    Prepare briefs, background information, M&E data, periodical reports, financial reports and other ad-hoc reports on the status of programme/project activities.

7.    Undertake missions to project sites, if required.

8.    Supervise the work of support staff.

9.    Perform other duties as assigned by the BWG Programme Manager.


Qualification requirements:

Education - University degree in Social Science or relevant field.

Experience - At least one or two years of professional experience at the national level in the occupational area, i.e. social dialogue, private sector development, labour law and policy administration, Corporate Social Responsibility, enterprise development, and/or labour standards compliance.

Languages - Excellent command of English and Thai. Good knowledge of another official language of the ILO would be an asset.

2.    Knowledge of the office’s financial rules and regulations.

3.    Knowledge of office-wide activities and objectives.

4.    Ability to interpret project information and to identify and analyse problems with implementation.

6.    Ability to communicate effectively both orally and in writing.

7.    Ability to clarify information.

8.    Good computer applications skills.

9.    Organizational skills.

10.    Ability to work on own initiative as well as a member of a team.

11.    Ability to deal with people with tact and diplomacy.

Conditions of employment:

Starting salary:         THB 1,053,710 per annum
