Education Development Center (EDC) is a leader in international programs and research. Established in 1958, EDC designs, delivers and evaluates innovative programs to address some of the world’s most urgent challenges in education, health, and economic opportunity.
EDC is beginning to implement a new workforce development project that will strengthen universities and vocational centers in the Lower Mekong sub-region. This project seeks to bridge the gap between the private sector, universities and vocational centers in order to ensure the supply of skilled workers meets the demands from local businesses.
EDC is looking for technical and operations staff with a variety of skills to work in its Bangkok office.
Experience with donor-funded projects strongly preferred;
Prior experience working for an international NGO preferred;
Experience working with international donors, as well as counterparts and beneficiaries;
Able to work independently and effectively in a team environment;
Excellent interpersonal, communication and presentation skills;
Strong proficiency in English and Thai.
Deputy Chief of Party, Operations: Responsible for providing direct supervisory support to administration, human resources, and finance functions, including providing on-going planning support, monitoring and performance evaluations of each of these units. S/He will ensure compliance with and adherence to donor regulations and procedures including maintenance of internal control and accountability for EDC resources. S/He will assist in the facilitation of Project’s monthly partner meetings, joint planning and implementation meetings and technical working group mechanisms.
Bachelor’s degree; Master’s Degree or PhD preferred;
Specific technical, financial, and operations expertise relevant to program;
Capacity to work in difficult conditions and function well under pressure;
Extensive international experience and experience in a developing country required
Experience in the Lower Mekong sub-region preferred.
Finance Officer: Oversees all monthly field office financial reports, supervise timely reporting to the home office, prepare cash flow forecasts, oversee bank reconciliations and ensure the EDC field staff and activity expenditures comply with EDC and donor financial procedures and regulations ensuring that sound fiscal management systems comply with donor rules and regulations. S/He will provide financial management inputs in the budget and in designing, implementing and monitoring of funded project activities; providing initial financial review and follow-up on sponsors monthly financial reports/vouchers and advances while ensuring that for the Project’s fiscal policies and procedures meet the highest quality standards, communicating to all staff about for Project financial requirements and procedures.
Bachelor’s Degree; Master’s Degree preferred;
5-7 years working experience in administration, finance and management in relevant programs;
Proficient in Excel, Quicken and MS 2000;
Knowledge of Labor Laws, Tax Laws and Import Laws will be an asset.
Monitoring and Evaluation Manager: Responsible for implementing a results-oriented, accurate and reliable monitoring and evaluation system including regular data collection in the field, timely and accurate reporting of results for project indicators. S/He will ensure that data appearing on project websites and portals is continually updated and accurate. S/he will provide intensive support, and ensure the quality of the deliverables from the M&E project team.
Master’s Degree required;
Competence in qualitative and quantitative study design and implementation;
Extensive experience with monitoring program implementation using qualitative and quantitative approaches as demonstrated by examples of previous work;
Experience working with a diverse array of stakeholders in monitoring and evaluating data;
Experience using data analysis packages such as SAS or SPSS and database management systems, preferably Access and Excel;
Experience in developing and coordinating data collection, processing and analysis systems;
Experience in conducting evaluations is preferred;
Strong technical writing skills.
Monitoring and Evaluation Associate: Responsible for assisting in the design and implementation of a data collection and management system for project team and supporting the M&E Manager in assigned tasks.
Bachelor's Degree required; Master's degree preferred;
Experience with monitoring and evaluating program implementation, using database management systems, preferably Access and MS Excel, in data collection and data processing and statistical analysis preferred.
Ability to work effectively with diverse stakeholders.
Administrative and Finance Assistant: Responsible for supporting the administrative functions of the senior staff, including preparing documents, meeting coordination and scheduling, routine daily financial transactions, maintaining records and files, travel arrangements for staff and consultants as well as coordinating meeting details for their visits.
High School diploma, Vocational Training or equivalent with 4 - 6 years relevant experience, or
Bachelor’s degree preferred;
3-5 years administrative management experience with international projects;
Basic budget monitoring and general ledger skills;
Excellent computer skills including use of PowerPoint and Excel Microsoft Office programs;
Knowledge of database software preferred.
