Job Summary:


Reporting to the Country Manager (CM), the Country Finance Officer, based in Bangkok is responsible for overseeing and monitoring all financial elements of Right To Play Thailand Foundation’s activities at the country level.


Location description:


The position is based in Bangkok, with occasional travel to Right To Play Thailand Foundation offices around the country including Phuket, Trang, Kanchanaburi, Mae Sot, Umphang, and Mae Sariang for the purpose of supporting and training project teams in Financial matters, and reviewing financial records, if deemed necessary. Thus, the successful candidate must be willing to travel out of Bangkok for several days at a time. The position is expected to provide support to the field offices from time to time, as deemed necessary by the Country Manager.


Financial Management Roles and Responsibilities:


Handle and prepare payment vouchers, petty cash and cash disbursements, including issuing cheque payments for the Country Office and the Bangkok Project, as well as for field offices from time to time;

Prepare withholding tax certificate for vendors and file monthly withholding tax to  Revenue Department;

Maintain a full record of receipts, contracts, rental agreements and all other proof of payments according to Right To Play’s financial policies and guidelines;

Ensure all bank accounts, cash accounts, un-cleared checks, and accrued liabilities are documented and/or reconciled at month’s end;

Support Program Managers to prepare monthly projections for approval by the Country Manager;

Support Program Managers and the Country Manager in completing Budget vs Actuals Analysis on a regular basis, together with Project Coordinators;

Review all expense reports provided by the field to ensure accurate coding in addition to verification of receipts;

Review all expense reports provided by the field to ensure compliance with financial policies;

Regularly review financial policies and guidelines to ensure they are in compliance with existing and new donor requirements;

Prepare financial reports and statements as required.





Qualifications and Experience


Required:  Skills and Experience


At least 2-3 years experience in a similar position, preferably within a non-governmental organization

Post Secondary education in a related field

Previous experience with bookkeeping and financial management

Thai and English language abilities, verbal, written and comprehension

Ability to manage time effectively and willingness to support a variety of colleagues simultaneously

Demonstrated ability to communicate in a cross-cultural environment

Ability to represent Right To Play in a professional manner while working with international staff, donors and visitors to Thailand

Belief in and agreement with the Child Protection Principles outlined in the Right To Play Child Protection Policy and Implementation Guidelines;

A solid team player with deep sense in integrity and common sense;

Diplomatic and culturally sensitive/aware;

Belief in principles of inclusion in sport and play;

Sense of humor and positive attitude.


Desirable: Skills and Experience


Accounting or bookkeeping certification;

Experience working with grants from the European Union;

Experience with human resources issues such as taxation and social security payments;

Knowledge of the non-governmental and Foundation sector in Thailand.
