RECOFTC – The Center for People and Forests holds a unique and important place in the world of forestry. It is the only international not‐for‐profit organization that specializes in capacity development for community forestry and devolved forest management. RECOFTC engages in strategic networks and effective partnerships with governments, nongovernment organizations, civil society, the private sector, local people, and research and educational institutes throughout the Asia‐Pacific region and beyond. With over 25 years of international experience and a dynamic approach to capacity development—involving research, analysis and synthesis; strategic communication; training and learning networks; and piloting and demonstrating—RECOFTC delivers innovative solutions for people and forests.


GREEN Mekong Program is funded by the United States Agency for International Development’s (USAID) Regional Development Mission for Asia (RDMA). RECOFTC, recognized for its leadership in training and capacity building related to forestry and climate change in Asia-Pacific, is the sole implementing partner for the GREEN Mekong program. The program’s goal is to improve capacities of policy makers and grassroots stakeholders in the Lower Mekong region to promote equity in forest-based climate change mitigation policy and practice.


RECOFTC is now seeking for a Program Assistant – GREEN Mekong to work under Capacity Development and Technical Services (CDTS) Unit based at RECOFTC headquarters in Bangkok. The contract period will be until 30th September 2015 with a possibility of extension.



The Program Assistant will assist the Chief of Party (COP) in the implementation of the USAID-funded “Grassroots Equity and Enhanced Networks in the Mekong (GREEN Mekong)” Program in its administration, accounting, and monitoring and evaluation.  S/he will report directly to the Assistant Program Officer and work closely with the Chief of Party (COP) and other key personnel of the program.




The Program Assistant will be responsible for the day-to-day administration of the program, including:


Process payment and other financial transactions.

Maintain financial records of the program, and documentation of activities.

Assist in budget planning, monitoring, procurement and management of the program

Assist in the planning and implementation of the program’s planned workshops, meetings, and training activities, including travel arrangements and related administrative matters.

Advise and assist the program’s key personnel in administrative arrangements of the staff activities, including travel, conferences, etc…

Assist in finalizing, arranging and monitoring of contracts with the program’s staff, consultants, grantees and partners.

Design and maintain an electronic and paper filing system.

Maintain information databases, mailing and distribution lists, in coordination with StratCom and relevant consultants and partners.

Perform any other tasks that may be assigned by the CDTS Manager and the Chief of Parties as required.



The Program Assistant will have the following essential qualifications and experience:



Bachelor’s degree in administration related fields.

3 years’ experience in administration.

Experience in financial monitoring.

Knowledge of relevant computer software (MSWord, Excel, Powerpoint).

Excellent Thai language skills, and fluency in spoken and written English.

Ability to work in multi-disciplinary teams and cross-cultural environments.

Excellent interpersonal communication skills, with ability to work as an active team member.

Thai Nationality Only



Experience in contracting and administering consultants’ needs (such as obtaining visas, making travel arrangements, processing invoices).

Experience in project and/or program administration.

Experience in working with international organizations.

Experience of documentation research (and other aspects of information management) an advantage.

Understanding of broad concepts of community forestry/natural resource management an advantage.
