RECOFTC – The Center for People and Forests holds a unique and important place in the world of forestry. It is the only international not‐for‐profit organization that specializes in capacity development for community forestry and devolved forest management. RECOFTC engages in strategic networks and effective partnerships with governments, nongovernment organizations, civil society, the private sector, local people, and research and educational institutes throughout the Asia‐Pacific region and beyond. With over 25 years of international experience and a dynamic approach to capacity development—involving research, analysis and synthesis; strategic communication; training and learning networks; and piloting and demonstrating—RECOFTC delivers innovative solutions for people and forests.
RECOFTC’s headquarters is in Bangkok, and also has country program offices in Cambodia, Indonesia, Lao PDR, Myanmar, Thailand and Vietnam. RECOFTC’s work focuses on building capacities for community forestry at all levels in four thematic areas: securing community forestry; enhancing livelihoods and markets; people, forests and climate change; and transforming forest conflict.
RECOFTC is currently seeking a qualified candidate to work in the Corporate Support and Services (CS) Unit. The successful applicant will be based in Bangkok. The contract duration is for 2 years with a possibility of extension depending on performance and availability of funding.
The Grant Officer works at RECOFTC headquarters in Bangkok under the direction of the Executive Director/the Regional Finance Coordinator and in liaison with program and corporate services team. The Grant Officer is responsible for overall compliance of incoming grants from both core funds and project funds, and ensuring that all in-coming grants and outgoing sub-grants awarded to partner organizations are utilized according to objectives and donor conditions.
RESPONSIBILITIES AND DUTIES
Oversee the incoming grants and outgoing sub-grant process, ensuring grants are utilized according to objectives and donor conditions;
Act as focal point in advising on legal and financial aspects, and terms and conditions, required for each grant to concerned unit and/or personnel;
Create and maintain a system and process to monitor grant compliance;
Prepare contracts list by donors/grants, summary of specific concerns or requirements by Donors and administration (filing) information of each contract;
Assist in grant implementation by developing instructions for internal procedures for grant compliance, and provide assistance with all issues relating to financial, personnel, payroll, cost sharing and charging, purchasing and administration of funded awards. Support project proposal development and sub-grant awarding process;
Review all external contracts with partner organizations and individual consultants, ensure the conditions of funds utilization, legal issues, maximum value of the fund, and requirements of RECOFTC and donors;
Assess existing grants and sub-grants, provide relevant, analytic and comprehensive reporting to the management;
Analyze projects financial status, prepare project status reports including coordinating with program staff in terms of grant balance, grant installments and financial issues;
Prepare financial report/information to submit to donors when required;
Contribute to the development grants’ monitoring and evaluation framework and assists in its implementation;
Liaise with program, country program and CS teams on the utilization of funding, budget requests for projects in countries and ensure relevant reports, installment invoice submission is done in timely manner;
Coordinate with sub-grant staff/organizations engaged to support the funding process, and ensure that they follow objectives and donor conditions;
Provide information for audits by donors and external audits when required.
Assist in preparation of financial information for quarterly reports and annual report;
Perform other tasks as assigned by the Regional Finance Coordinator and theExecutive Director
The Grant Officer will have the following qualifications and experience:
Bachelors degree in International Development, Business Administration, or related field such as legal background; (Master degree desirable);
Minimum 5 years working experience in successful grant management and monitoring in international development organization or NGO;
Knowledge of international, national and private funding sources
Knowledge with grant monitoring and compliance procedures, as well as relevant donor guidelines and regulations.
Experience in program development and project management
Experience in establishing and maintaining relationship both within and outside of the organization
Experience in preparing and managing grant budgets
Experience in developing, implementing and administering policies and procedures.
Excellent verbal and written communication skills in English
Ability to organize, prioritize and meet short deadlines
A team player, flexible, quick thinking and work well under pressure
2-3 years experience in donor organizations;
The applicant should possess the following attitudes and skills:
Hands-on experience and able to work independently and delivers with minimum supervision;
Strong Interpersonal communication skills, individually and in-groups, with an ability to work as an active member of teams. This implies flexibility and open-mindedness.
Initiative and ability to make informed independent judgments (which are not inconsistent with the overall team approach)
Ability to work in a variety of cultural and institutional contexts
