Back ground of the study

Under USAID Okard, the Ministry of Health, Department of Healthcare and Rehabilitation (DH&R) will receive financial and technical support to implement the National Rehabilitation Strategy (2018-2025). This will include utilizing the WHO Rehabilitation Support Package to strengthen the health system to provide rehabilitation. The consultant is requested to support the Ministry of Health to implement the Rehabilitation Maturity Model (RMM) as part of the Standard Assessment of Rehabilitation Systems (STARS) to gain a better understanding of the current situation of the rehabilitation system in Lao PDR. 


Study/Research objectives

·    Conduct the in-country assessment utilizing the Rehabilitation Maturity Model (RMM) assessment

  • As part of the workforce domain of the RMM assessment collect data and analyse the current Lao PDR Physiotherapy (PT) training program against international standards



Review of key documents on rehabilitation in Lao PDR (including PT curricula), and relevant USAID Okard documents. Conduct in-country assessment site visits, conduct the Rehabilitation Maturity Model (RMM) and complete analysis using data of the Rehabilitation Capacity Questionnaire (RCQ) and site visits.


Desired Outputs of the consultancy

The following outputs related to the STAR Assessment required include:

·   Meeting minutes of in-country assessment site visits

·   Results of Rehabilitation Maturity Model

·   Presentation on initial feedback/results

·   Draft STAR report and Final STAR report


Consultant’s Qualifications

  • Master degree in Public Health or research, and trained by WHO on the Rehabilitation Support Package
  • Experience in rehabilitation and health, preferably with experience supporting consultancies aimed at health systems strengthening
  • Experience in research – data collection and analysis information
  • Good understanding of the challenges facing inclusion of rehabilitation in health policies strategies
  • Experience working closely with authorities, good communication and diplomacy skills
  • Experience working in South East Asia or Lao PDR is asset
  • Good spoken and written English.
