Purpose:  How does this post support Plan’s strategy and mission?


Working in 50 developing countries across Asia, Africa and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively.


In relation to this role Plan has an emerging Youth Employment Solutions sector that continues to define system solutions for program quality.  Under the supervision of the Youth Employment Specialist in ARO, this position will work to design, implement, and execute pre-defined ICT solutions for the sector.  This position directly contributes to the regional sub-sector strategy on youth employment.


Dimensions of Role:

Over the past 3 years Plan International in Asia has made significant progress on their regional YEE Digital Development Strategy. After successful partnerships with Accenture Development Partners, Microsoft and others Plan International aims to scale up its Youth Employment Solutions Digital Ecosystem. This strategy for Digital Development has seen strong adoption and growth across the Asia region and now plays a key role in the implementation of Plan International’s Youth Economic Empowerment Projects. This position will be responsible for continued successful growth and scale of the current YES! DIGITAL offerings as well as new products that will soon be released into the market.

Typical Responsibilities - Key End Results of Position:

Plan ARO is seeking to hire a project implementation manager/expert with proven success and a clear understanding of digital interventions, e-learning systems and youth programming , for the period of  1 year (with possibility of an extension) to oversee the implementation of Plan International’s Learning Management System, The YES!ACADEMY. This person would report directly to the Innovations Lead, SOYEE in ARO.   YES! ACADEMY is a Moodle based LMS that is currently operational in 4 countries for the delivery of educational instruction to youth.  The system is developed in partnership with third party developers and requires expertise and demonstrated results to increase currently low adoption rates.  The successful candidate will be evaluated on their ability to deliver quality e-learning systems at the country office level along with capacity building initiatives to equip staff with the tools to ensure successful deployment.  The successful candidate will be able to demonstrate their achievements by significant number of youth completing course work through the YES! Academy. 

Dealing with Problems:

The job holder needs to translate understanding of eLearning into programmatic tools that enable Plan to implement quality programming.  This position requires a significant understanding of the current IT landscape in digitally restricted contexts and the ability to effectively communicate with CO staff and outside vendors, negotiate deals, and ensure successful deployment.
