Position: Business Engagement Officer (2 positions)
Assignment duration: Fixed Term Contract. This position is fostering accountability in recruitment for Fishery Workers (FAIR Fish Project). One is responsibility for Myanmar workers and another one is responsibility for Cambodia workers.
Duty station: Bangkok
JOB BACKGROUND: Plan International Thailand is currently fostering accountability in Recruitment for Fishery Workers ( FAIR Fish) project. This project is effort to reduce forced labor and human trafficking in the recruitment of women and men in the fishing and seafood sectors in Thailand to support the Department of Labor (DOL) Bureau of International Labor Affairs(ILAB) Office of Child Labor, Forced Labor ad Human Trafficking (OCFT). FAIR Fish will be led by Plan , an international NGO with expertise in addressing forced labor (FL), human trafficking (HT) and child labor (CL) , including with fishers and seafood processors in Thailand, Cambodia , the Philippines, and the Indonesia.
TYPICAL RESPONSIBILITIES: The Business Engagement Officer for the FAIR Fish project will lead the implementation of the project involving the promotion of responsible recruitment among small and medium sized businesses in the Thai fishery industry, as well as recruiters in their recruitment chains.
The Business Engagement Officer will be under direct supervision of the FAIR Fish Project Director. This position is based in Bangkok. The person in this position will spend most of his or her time working with external consultants to provide training and coaching to local fishery processing businesses in Thailand that are hiring migrant workers from Myanmar or Cambodia on responsible recruitment, as well as recruiters in Thailand , Myanmar and Cambodia.
The person in this position will handle the coordination with relevant stakeholders, partners and resource persons in close coordination with the Project Director and the Country Office. S/he will facilitate and manage the design, implementation, monitoring and evaluation of all related activities and ensure timely submission of all related deliverables and reports.
ENTRY QUALIFICATIONS, SKILLS & EXPERIENCE: Bachelor or Master’s degree in Human Resources Management, Administation, Public Administration, Social development or related field. Experience in Human Resource Management in private companies, particularly worker recruitment processes. Practical experience in implementing and monitoring projects. Knowledge about issues and challenges endures by Myanmar or Cambodia Migrants workers, particularly those in the Thai fishery industry, business and human rights principles and social compliance initiatives is an advantage. Understanding of right based development, child rights, migrant issues, decent work opportunities, and gender equity. Professional level proficiency in English both spoken and written. Myanmar or Cambodia skill in an advantage. Training and coaching skill, Monitoring and assessment/ evaluation. Independent and self-starter. Can working under pressure with tight deadlines and with teams, handing multiple assignments and in a dynamic environment in order to comply with established policies and procedures.
