Care for Children Summary:


Care for Children’s vision is to see a million children moved from institutional care into families. We develop strategic partnerships with governments to help create a positive alternative to institutional care through local family-based care. We have been operating in China since 1998, helping a generation of orphaned and abandoned children to be placed into good, local foster families. Following the success of the Chinese project, we have been invited by many Asian governments to replicate its programme. New projects have since been launched in Thailand (2012) and Vietnam (2017).


Job Overview:


Care for Children is looking for a Training Manager to further the development and success of Foster Care in Thailand, a project in support of the Department of Children and Youth (Ministry of Social Development and Human Security, Thailand).


As Training Manager, you will develop, oversee and deliver training programmes for Child Welfare Homes and Child and Family Shelters in line with Care for Children’s project agreement with the Department of Children and Youth (DCY). This is a critical role in the National Foster Care Project to ensure all Child Welfare facilities in Thailand are equipped and confident to place children into foster families.


Key Duties:


  • Working with the Group Operations Manager and Country Manager to develop strategic training plants to meet identified national/regional training needs
  • Organise training programmes, including creating and selecting course content and materials
  • Deliver training sessions or prepare Care for Children training staff to do so
  • Monitor training programmes and manuals to ensure they are effective and up-to-date
  • Oversee day-to-day responsibilities of the training team, ensuring smooth and efficient execution of duties
  • Take responsibility for staff development and cultivation to see a growing team of specialist in-field trainers
  • Regular and direct communication with senior government officials and related staff in the Department of Children and Youth
  • Regular and direct communication with the Superintendents, foster care staff and other related staff at the Child Welfare Homes and Child and Family Shelters
  • Revise training goals and targets to form a set of SMART KPIs that will enable the organisation reach its desired outcomes
  • Attend Care for Children workshops to conduct a quality assurance review
  • Provide support on research and evaluation work
  • Hire consultants or outside expertise as required with the Country Manager
  • Maintain a good working knowledge of research on best practice
  • Build relationships with social work experts
  • Analyse obstacles to foster care faced by Child Welfare facilities, and recommend solutions to DCY and Care for Children
  • Report to Care for Children about the latest developments within the government concerning foster care
  • Advocate within the government for foster care as a positive alternative to institutional care, in line with government legislation and policy


We are looking for a candidate with managerial qualities, strong training skills, and a “can-do” attitude who will embrace any task presented to them.


Job Requirements:



  • A university degree in Social Work or Psychology would be a distinct advantage
  • Master’s degree is a strong asset


Professional Experience:

  • Experience as a trainer with a variety of audiences
  • Familiar with Thai government structures and processes
  • Demonstrated experience in liaising with senior government officials would be an advantage
  • Relevant professional experience on social development issues
  • Knowledge in child protection, foster care and child welfare would be an advantage


Language and Skills:

  • Language proficiency in written and oral English would be a strong asset
  • Excellent interpersonal communication, presentation, report writing and analytical skills
  • Negotiating capabilities, problem solving, decision making, good planning and organisation ability
