Conducting potential partnership scan

I. Background and Objectives

 

The Young Health Programme (YHP) is a global partnership between Plan International UK and Astra Zeneca. It was founded in 2010 in partnership with Johns Hopkins Bloomberg School of Public Health, with the aim to support the health rights and well-being of young people in marginalised communities worldwide through research, advocacy and on the ground programmes which are focused on the prevention of non-communicable diseases (NCDs).

 

Building on the current Young Health Programmes in India, Kenya, Brazil, Indonesia, Vietnam and Myanmar, Plan International is proposing an expansion of the YHP into the city of Bangkok. At this stage, the YHP has evolved from focusing on 4 WHO NCD risk factors to adopting a 5x5 NCD approach, which include 5 main diseases (i.e. cardiovascular diseases, type 2 diabetes, cancer, chronic respiratory diseases and mental health) and with SRHR, Gender equality and mental health mainstreamed within the model.

 

With the aim to bring YHP project to Thailand, Plan International is in the process of proposal development and simultaneously in search of one local civil society partner to implement selected activities in selected districts of Greater Bangkok Area.

 

Astra Zeneca is a global, science-led biopharmaceutical company that focuses on the discovery, development and commercialisation of prescription medicines, primarily for the treatment of diseases in three therapy areas - Oncology, Cardiovascular, Renal & Metabolism and Respiratory.

 

 

II. Objectives of the consultancy:

This TOR aims to identify high potential partners that have the capacity to implement the YHP project in the project target areas.

 

III. Scope of the consultancy:

The consultant will develop a full list of potential civil society actors with capacity and willingness to undertake the YHP project. The full list will be narrowed to the best three potential partners.

Phase One.

Undertake desk research to determine potential partners considering the following criteria based on available data from secondary sources:

  • Credibility/ reputation
  • Length of operations (# years)
  • Annual budget size at least 5M THB
  • Diversity of funding sources
  • Number/capacity of staff
  • Geographical coverage at district level. Partners must be already working in the project area or willing to move there for this project.
  • Current project/program focus which will ideally include:
  1. Health promotion particularly on
  • prevention of non-communicable diseases
  • managing risk factors for children and youth aged 10-24
  • good network with local health service providers and other relevant government bodies

 

  1. Children and youth empowerment, particularly with
  • strong capacity on facilitation skills
  • experience in building peer to peer education
  • good network with schools and relevant government bodies
  1. Community development, particularly
  • experience in establishing network of youth volunteers
  • experience in community mobilization
  • good network with urban communities and relevant government bodies

Phase Two:

Obtain complete data on short listed partners on the information above (Credibility/ reputation, length of operations, annual budget, etc.) and also ascertain if potential partners are initially interested in working with Plan in the project areas.  In Phase Two the consultant should also gather data on past donor recommendations of potential partners.

 

IV. Consultant Selection Criteria:


The selection criteria of consultant(s) will emphasis on background/ experience” of consultant(s) and competitive bids.

 

The minimum qualifications and experiences required for the consultants are:

  • Excellent knowledge of NGO sector particularly in the greater Bangkok area.
  • Proven background in conducting research of similar nature for NGOs or related agencies
  • Familiarity with public health / education sector in Thailand
  • Excellent documentation and qualitative data analysis skills
  • Ability to meet deadline.

 

Consultant(s) have to follow Plan’s Research Ethics, and Evaluation Standards Requirements which are attached for information.

 

V. Outputs:

 

Phase One:

  • The consultant will complete a ‘long list’ of all potential partners and submit to Plan International. Available secondary data on each partner should be included that show why they were selected.
  • Plan and the consultant will review the list together to decide on a short list of three potential partners.

      

Phase Two:

  • Additional data (including interviews with shortlisted potential partners as needed) will be gathered and completed on short listed partners and the consultant will present this to Plan with data on each partner.
  • Plan and the consultant will discuss and select the top potential partner.

 

Final report will be provided that will outline the process and the data/results of Phase One and Phase two.

 

 VI. Timeframe

Phase one to be completed by: April 5, 2019

Phase Two to be completed by: April 22, 2019

Final Report to be completed by: May 7, 2019

 

VII. Request for Proposal

 

Plan International Thailand Country Office is looking for research consultant(s) who will be able to deliver the information as identified in Section II & III.
