Job Title: Reproductive and Child Health Officer

Location: Ratchaburi Province

The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces

Job Overview/Summary:     IRC is currently looking for a motivated reproductive and child health professional.  The RCH officer will have primary responsibility for monitoring the quality of maternal and child health care provided in the camps. The RCH officer will be required to assess refugee midwife for midwifery and child caring skills on a regular basis to ensure quality of care and she/he will also be required to provide on the job training to staff to develop relevant skills and knowledge camp base health staff in all clinics in Tham Hin temporary shelter. The RCH officer will also play a primary role in assisting midwife team with the management of emergency referrals to district hospitals.

Major Responsibilities:

  • Ensure effective reproductive and child health and nursing services are provided to patients in a professional, integrated and sustainable manner.
  • Provide technical support to midwifes, nurses in order to improve and maintain quality RCH program including ANC, Delivery and PNC and FP services.
  • Develop training materials, tools and conduct initial and refresher training in accordance with training needs.
  • Regularly mentoring and monitoring midwife and nurse team by developing supervisory checklists for monitoring of midwifery skills and practices on a regular basis.
  • Conduct regular monitoring visits to camp clinics to review the quality of midwifery and nurse care services and in coordination with the clinical team to develop a plan for continuous on the job training and education to improve nursing practices of refugee health staff.
  • Provide technical advice and monitor infection control measures in camp RCH clinics, vaccine storage, pharmacy, CDC center and dressing room.
  • Provide admin and logistic support to clinical (IPD/OPD) and midwife and nurse teams such as medical equipment, training material and supply.
  • Ensure appropriate and timely referrals of Obstetric and Gynecological cases as part of medical referral programs
  • Assist the Senior Clinical Manager in the management of referrals to Thai hospitals, this would include regular visits to the hospital to check on patients admitted to IPD and also follow up on discharged patients from Hospitals back to camps
  • Regular report to Senior Clinical Manager including about the patients admitted in Thai hospitals
  • Facilitate birth certificate process with Ministry of Interior for all refugee’s births
  • Initiate community base family planning education program
  • Support and monitor immunization program in the camp
  • Oversee therapeutic and supplementary feeding programs in the camp
  • Assist the Senior Clinical Manager in prevention, surveillance and response to communicable disease outbreaks
  • Assist the Senior Clinical Manager to prepare the weekly, monthly and quarterly medical- RCH reports
  • Attend the meetings with Thai government units, NGOs and Partners
  • Coordinate with Provincial Ministry of Public Health to obtain required supply of vaccines and other technical supports
  • File and manage supporting documents as indicated in the monitoring framework
  • Perform other related duties as requested by supervisor

Key Working Relationships:

Position Reports to                  : Senior Clinical Manager

Position directly supervises     : Camp base staff (Midwives and nurses)

Indirect Reporting                    : Senior Health Coordinator

Other Internal and/or external contacts: -

  • Internal: Senior Health Coordinator, Field Coordinator, IRC health and EH staff in all Thailand sites, IRC Women’s Protection and Empowerment program team; IRC protection team; finance unit; Operations/Supply Chain Department.
  • External: Local community-based partner organizations, Thai public health authorities

Demonstrated Skills and Competencies:

  • Strong organizational skills, good at multi-tasking, flexible. Ability to communicate clearly both verbally and in writing
  • Basic computer literacy such as knowledge in the use of Word, Excel and PowerPoint
  • Professional demeanors and Good organizational skills

Job Requirements:

  • Education: Bachelor degree in or Diploma in Midwifery

Demonstrated Skills and Competencies:

  • Strong organizational skills, good at multi-tasking, flexible. Ability to communicate clearly both verbally and in writing
  • Basic computer literacy such as knowledge in the use of Word, Excel and PowerPoint
  • Professional demeanors and Good organizational skills

Work Experience:

  • At least 3 years’ experience of Midwifery in hospital or clinical / primary care setting.
  • Experience in a Provincial or District Hospital or Experience working with refugees, migrants or Hill tribe populations in Thailand or Community health experience/ experience working with rural communities in Thailand
  • Teaching/ training experience

Working Environment

The position will be based in Suan Phueng District, Ratchaburi Province with frequent and regular travel to Tham Hin temporary shelter.

Language Skills:  Fluency in English and Karen. Thai or Burmese is a plus.
