Position: Rehabilitation Project officer (2 open position: only for Thai citizen)

Handicap International that runs its program under the operating name Humanity & Inclusion (HI) seeks for 2 Rehabilitation Project Officer for Thailand site. Based office is in Mae Sot with regular travel to work in camps.

HI is an independent and impartial aid and development organization working in situations of poverty and exclusion, conflict and disaster. We work alongside disabled and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI implements 4 projects in Thailand alongside Thai-Burma border:

      a) Risk Education in 9 camps,

      b) Disability and Social Inclusion in 5 camps,

      c) Rehabilitation project in 5 camps and

      d) Growing Together project in 7 camps as well.


All projects implemented alongside Thailand-Burmese border are enrooted into the Myanmar & Thailand Regional Program Strategy for the period 2018-2020.

The strategy aims at working alongside refugees’ people with disabilities and other vulnerable groups, responding to their essential needs, improving their living conditions and promoting respect for their dignity and fundamental rights.


All projects are managed by designated manager coached by the Operational Manager, Country Manager, Thailand. Thailand mission is supported by the Regional team in Yangon for all issues related to logistic, administration, finance and accountancy as well as Technical issues.



Under direct supervision of the Rehabilitation Project Manager (PM) , the Project Officer ensures the following tasks;

Responsibility 1: Plan, monitor and supervise the rehabilitation camp-based staff implementing rehabilitation activities.

Aim: Ensure the activities are implemented on time and well monitored (in close coordination with the Rehabilitation Technical officers).


  • Assist the Rehabilitation Project Manager (PM) in formulation and development of the project planning documents. Contribute towards the development of rehabilitation project plan of action toward short, mid and long-term strategy for the sector.
  • Collect of field level rehabilitation project data’s, check its reliability, compile into monitoring tools and use the data to analyse the performance of project’s activities and provide recommendations, produce monthly work plan based on project planning and report achievements during monthly team meeting.
  • Support the PM in determining appropriate methodology to be used in the project. Remain overall responsible at the field level for the proper implementation of the Rehabilitation project objectives.
  • Contribute to the identification of the tools needed for implementing the project activities and to their development, review and adjustment.
  • Support the PM in developing a participatory monitoring and evaluation (PME) framework, methodology and related tools and project technical officers in identifying and mobilizing any technical or documentary resources or additional skills for guaranteeing the quality of the project activities.
  • Prepare the purchase requests and ensures that supplies/ material/ equipment needed in the camp are sufficiently available for the smooth implementation of the activities.


Responsibility 2: Support the Rehabilitation Technical officers (RTOs) to empower, build capacity, coach HI camp-based staff, community staff and health worker for other agencies for Rehabilitation activities.

Aim: Build capacity of community rehabilitation staff to be able to ensure the quality of community rehabilitation services.


  • Coordinate with RTOs to carry out the training needs analysis of the Rehabilitation camp-based team. Participate to the recruitment process for the camp-based team under his/her responsibility and train them.
  • Coordinate with RTOs to develop appropriate training materials and tools for HI camp-based staffs, community staff and health workers for other agencies to be implemented at the camp, In coordination with technical officers to carry out assessment of his/her team members as per HI guidelines.
  • Coordinate with RTO to provide complementary training (health workers- medics /nurses) to strengthen project intervention and strengthen appropriate referral mechanism.
  • In coordinate with RTOs to identify partners’ needs for capacity building.
  • In coordinate with RTOs to contribute to the development and implementation of capacity building response to HI camp-based staffs, community staff and health worker for other agencies.
  • Participate in identifying potential stakeholders with whom partnership can be developed in Rehabilitation activities, maintain the networks and working relations with the stakeholders/partners at the field level in order to strengthen the HI current actions.


Responsibility 3: Ensure communication, networking and coordination at field level for Rehabilitation activities

Aim: Under the supervision of his/her line manager, ensure implementation of good practices and good communication


  • Ensure that the internal regulations, operating procedures and security rules are applied within his/her team at the field level. Be responsible for good internal communications, maintain good team spirits and efficient circulation of information among the camp-based staff, and the partners.
  • Communicate about the Rehabilitation project achievements and participate to regular coordination meetings (both internal and external).
  • Link with the HR & Admin. unit to obtain permission from local authorities for persons and materials to enter the camps when required. Link with Log. unit for purchase requests. Enhance HI’s and donors’ visibility within the refugees’ camp network, including camp and Thai authorities, NGOs.
  • Organize group discussions at field level with different target groups (camp-based staff, beneficiaries, communities’ members, other agencies staff etc.) to exchange information and receive feedback on HI activities.
  • Contribute to the analytical report on the pilot activities with achieved results, constraints and recommendations based on lessons learned with work plan for future action.
  • Input into the identification and analysis of the Rehabilitation project good practice.


Qualifications required:  Thai citizen,

Education: University Degree in general management/administrative or social development / health science or a related area

Experiences:  At least 2 years working experience in project implementation, people management and coordinating with stake holders. Experience of working effectively with camp based organizations (CBOs) & Non-governmental Organization (NGO), along the Thai-Myanmar border

Technical Skills & Cross Cutting Skills: Strong interpersonal and communication skills,

Conscientious and efficient in meeting commitments, observing deadlines and achieving results

Good leadership skills with capacity to share knowledge with others, Good team player.

Comprehensive knowledge on rehabilitation/disability/ inclusion would be an advantage.

Proficiency in computer & basic program using and emails

Language skills: Very good in Thai, Karen or Burmese is a must. Good in English is advantage.

Behavioral Skills: Active listening, Sense of negotiation, Ability to create team spirit and to support team building, Self-initiative, Intellectual flexibility, Adaptation skills, Autonomy in work, Experience in accompanying a team and finding practical solutions


Job Conditions

Remuneration: Starting from 24,645Baht depending on the experience of the candidate.  Attractive package with possibility of transportation, accommodation allowance.
