JOB DESCRIPTION                                           

Manager of Foster home – House of Hope Foundation

 

 

  1. Scope of the position

La Maison de l’Espoir CDE or House of Hope Foundation (HoH) is a non-governmental organization established in 2004 and registered as Thai Foundation in 2007. As foster home its mission is to ensure a proper psychosocial support for vulnerable children and provide them with a safe environment for their individual and collective development. The foundation is based in Ban Nong Takai sub-district, Nang Rong district, Buriram Province. Since its establishment, HoH benefits from the financial and technical support of the French NGO, La Chaîne de l’Espoir (CDE).

The HoH manager is in charge of supervising the team and activities in order to ensure protection and psycho-social support of the most vulnerable children and give them the opportunity to have access to education and a safe environment. The manager cooperates closely with the Board Committee members to make sure the Foundation accomplishes its goals and objectives and participates actively to the development of the programmatic and fundraising strategy.  

 

  1. Main responsibilities & specific duties

 

 

3.1. Administration of House of Hope

 

  • Develop internal regulations for staff and children

 

  • Develop Ethical Chart of House of Hope to ensure the compliance with the Thao national Child Protection Act and international standards in terms of child rights

 

  • In close cooperation with the Board Committee, contribute to the development of the new strategy and goals of House of Hope Foundation

 

  • Formalize selection criteria and process for the identification and selection of vulnerable children to be taken in charge by HoH

 

  • Develop and implement a comprehensive process for reintegration of children in their families

 

  • Ensure maintenance and safety of HoH equipment

 

  • Under the supervision of the line manager, manage all contracts related to logistics including supply, transport and rental contracts 

 

 

 

3.2. Budget & accounting management

 

  • Participate in drawing up annual budget plan

 

  • Prepare requests of transfer of funds in consultation with CDE field-coordinator (every two months)

 

  • Support the foundation’s accountant to ensure the accounting and financial follow-up of HoH activities

 

  • In coordination with the Board Committee and CDE field-coordinator, develop and implement a procurement policy for House of Hope Foundation

 

 

 

 

 

3.2. Staff management

 

  • Draft and sign employment contracts for each staff in coordination with the Board Committee

 

  • Formalize and update (as deemed necessary) job descriptions for each staff

 

  • Conduct evaluation interview for every team member (at least once a year)

 

  • Ensure continuous training for all team members to enhance their performances

 

  • Develop staff project activities to reinforce capacities of the team and strengthen relationships among staff members

 

  • Develop a global action plan for the HoH team and a specific action plan for each staff member to ensure continuous activities to reach HoH goals

 

  • In consultation with the Board Committee, develop and implement leave policy and forms / tools

 

  • Monitor and evaluate daily activities implemented by every team member

 

 

3.3. Children project management

 

  • Supervise HoH team to develop child-centered activities aiming at incorporating the physical, mental, social and spiritual well-being of the child

 

  • In consultation with all team members, plan specific activities for public holidays

 

  • Ensure regular home visits conducted by social worker and / or psychologist to maintain dialogue with parents/families of children, to assess the social situation and to involve parents/families in exploring their values and how to positively model and nurture values with their children.

 

  • In coordination with the team, develop an electronic database with individual child’s records including (but not limited) background of the child and his/her family, psychological assessment, social, medical and educational follow-up, parenting activities, reintegration case planning etc.

 

  • Monitoring & Evaluation of each project

 

 

 

3.4. Reporting & communication

 

  • Develop activity & performance indicators as well as monitoring & evaluation process to ensure a continuous quality of services provided to children

 

  • Activities & financial reporting (on a monthly and annual basis) to CDE field-coordinator and HoH Board Committee

 

  • Provide CDE field-coordinator with regular communications on special events or activities to feed Facebook and website pages

 

 

 

3.5. Coordination and networking

 

 

  • Develop networking activities (organization of trainings / workshops / study visits / children projects etc.) with partners (CDE; KTG…) and relevant local stakeholders to accomplish HoH foundation’s goals

 

  • Consult, cooperate and coordinate on a regular basis with officials and public stakeholders of the Health (Hospitals & Health centers), Education and social welfare sectors, schools and community representatives (temples; police officials; leaders of villages around…) in order to promote HoH projects and increase the foundation’s visibility

 

  • In strong coordination with the Board Committee, identify fundraising opportunities, develop proposals, build and maintain long-term relationships with key and potential donors

 

 

PROFILE

 

Thai nationals only

 

Professional Training:

·        Graduated (at least Bachelor Degree in the field of social work and/or education and/or school health is essential

Additional training or experience in child protection sector is a plus 

 

Working experience:

§    Minimum 5 years of experience within NGO in social work and child protection sector

§    Minimum 2 years of experience in HR management is required

§    Strong knowledge and understanding of physical and psychosocial aspects of child development is highly recommended

§    Experience in finance / budget management is required

§    Working experience within foster / shelter would be highly appreciated

 

 

Specific Skills:

§    Computer literacy: Microsoft Office Suite

§    Accounting software (ideally SAGA) is a plus

§    Excellent reporting skills

§    Excellent interpersonal skills

§    Efficiency and oriented to results

§    Sense of team work

 

Languages:

§    Advanced level of proficiency in reading and understanding English

§    At least intermediate level in speaking and writing English

§    French is a plus
