Thematic Adviser on Conflict Sensitivity
SUMERNET 4 All Programme
SUMERNET 4 All is a knowledge-based policy research programme. The programme wants to support research projects that focus on reducing water insecurity for all in particular for the poor, marginalized and socially vulnerable groups of women and men in the Mekong Region. Within this focus are three themes:
1.water access, rights and allocation in times of water insecurity;
2.governance and management of water-related disaster risks;
3.transboundary interactions with water systems.

To ensure SUMERNET delivers the greatest impact, we are looking for thematic advisers.

The Advisers will help provide credible and reliable support for SUMERNET 4 All and its partners in conducting collaborative research and policy engagement. The SUMERNET Advisers are high‐profile academics, experts, policy makers, NGO and donor representatives who provide strategic advice on the development of research for policy and practice, communications and policy engagement. They are drawn from some of the best minds, skills and competencies found in the Mekong Region.
The SUMERNET 4 All Thematic Advisers will provide support for research partners in the following topics Gender equality and social equity; Human rights-based approaches; Conflict sensitivity; Integrated regional assessment; Decision support system, modelling, tools and analysis; and, Water insecurity. Importantly the thematic advisers will work together to provide an integrated resource to improve knowledge and build capacity in SUMERNET projects and across the network.
Conflict Sensitivity Adviser
Relevant aspects on conflict sensitivity are reflected in the research and policy engagement activities of SUMERNET 4 All, so that programme activities can address the water insecurity issues of the poor, marginalized and socially vulnerable groups of women and men in the Mekong Region.
Specifically, the conflict sensitive adviser will provide advice to projects and the network using an approach that involves gaining a sound understanding of the two-way interaction activities and context and acting to minimise negative impacts and maximise positive impacts of interventions within SUMERNET, its projects and region.
The Thematic Adviser will contribute to SUMERNET 4 All programme activities on a part-time basis an initial period of 18 months, after which extension is possible subject to the performance assessment and
endorsement of the SUMERNET Steering Committee. Estimated time inputs in each year is between 20 - 30 working days. The final number of working days will be discussed during contract negotiation process.
1)Review the applications for SUMERNET grants in the areas of conflict sensitivity expertiseconsidering call documents and selection criteria.
2)Plan and ensure cross-cutting themes are incorporated into the research and policy engagementefforts of the Network.
3)Work with Component Coordinators and network partners to ensure that cross-cutting themesare issues central to the problem sets designed for each Component.
4)In collaboration with Component Coordinators and network partners design specific researchactivities related to the subject matter represented in the cross-cutting themes.
5)Design and organize training activities and mentoring support to improve and update theknowledge of researchers on conceptual and methodological approaches to addressing thesubject matter in the cross-cutting themes.
6)Review and provide inputs into the methodology and work plans of research projects undertakenwithin the Network.
7)Review and provide inputs into research and policy products.
8)Advising on mechanisms or entry points where research findings and policy recommendationscan be used to contribute to relevant national and regional strategies, policies, planning, instituteseffectively in practice.
1)Undertake awareness raising and training in conflict sensitivity for relevant grantees, SSC andSUMERNET Secretariat and relevant SUMERNET partners.
2)Develop the conflict sensitivity guidelines
3)Support the development of ethical review guidelines
4)Provide the inputs into the ethical review process.
1)Formal recognition for their contribution to SUMERNET 4 All this being acknowledged throughmeetings, the SUMERNET website, and relevant publications.
2)Co-authorship or acknowledgement (depending on the level of contribution if the contribution ofThematic Advisers is significant) in the writing of sub-national and integrated regional assessmentand associated peer reviewed articles of grantees.
3)Direct costs (e.g. travel and accommodation) when participating in SUMERNET related events.
4)Professional fee for associated services.
Note that this is not a full-time position with monthly salary and benefits.
