Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary:

The IRC’s program for Women’s Protection and Empowerment (WPE) improves and expands community-based services to women, girls, and survivors of gender-based violence (GBV) in the seven refugee camps along the Thai-Myanmar border. The program supports and strengthens women-led organizations in their efforts to respond to and prevent violence against women and girls through comprehensive and holistic programming, including GBV case management and psychosocial support, as well as prevention activities. The program coordinates a network of women and girls organisations that ensure a comprehensive and multi-sectoral response for GBV survivors, increasing the safety and power of women and girls through promoting community leadership and provision of technical training on GBV core concepts.

The WPE Manager will be based in the IRC’s Chatpawai Office in Ratchaburi Province and at the interim, will be under the direct supervision of the Senior WPE Program Manager. S/he will be overseeing IRC’s WPE program in two refugee camps: Tham Hin (Ratchaburi) and Ban Don Yang (Kanchanaburi) and other WPE programs outside the refugee camps as needed. S/he will be responsible for day-to-day management and oversight of WPE programming including support and direct supervision of program staff in the implementation of activities associated with the IRC Thailand WPE program. This responsibility includes start up and overseeing GBV response and prevention activities in refugee camps, with potential for expansion. The role is responsible for technical quality of program implementation, as well as ensuring programs are implemented on time and on budget. In particular she/he will be responsible for managing awareness raising and empowerment activities, case management, psychosocial support, safety audits, risk identification, referral mapping and community engagement and outreach activities. S/he will also support monitoring and evaluation including data collection and quality. S/he will develop, expand, and increase quality delivery of GBV services through direct service delivery, partnerships and remote management and contribute to the IRC Thailand country-wide strategies. The position requires a personal commitment to advancing women’s issues and working on behalf of women and girls in the community.


Program Management

  • Coordinate with other sector teams (e.g. Health, Protection and Livelihoods) and the other WPE staff in program planning and implementation, ensuring all activities are carried out in accordance with IRC Operational policies.
  • Working closely with the protection and health sectors, ensure response work with survivors, including case management and psychosocial interventions, adheres to best-practice principles when working with survivors of GBV.
  • Ensure prevention activities, including outreach and awareness as well as multi-month curriculums are implemented according to best practices and technical guidelines.
  • Assess and analyze GBV situation in Tham Hin and Ban Don Yang refugee camps to develop a holistic program based on understanding of GBV issues.
  • Ensure that ethical and sound data collection and information management systems are in place for analysis, planning, evaluation, and advocacy of GBV data.
  • Work with the program staff to ensure that field experiences are documented and used for learning and to advocate on behalf of the communities with which we work.
  • Provide technical capacity building and training to IRC WPE and non-WPE staff as well as key actors.
  • Support exploration and development program expansion options.
  • Lead interventions targeted at adolescent girls.
  • Prepare and maintain/update detailed work plan(s) that support and achieve program activities.
  • Manage program budgets, ensuring that program expenditures are appropriate and follow the IRC global financial procedures and donor requirements.
  • Develop data collection and analysis systems for improving violence prevention programming.
  • Monitor program activities and interventions to ensure that activities are on track.
  • Provide accurate and regular narrative and financial reports, as well as document results and maintain detailed records of program activities for timely submission, as required by IRC policies.
  • Prepare and draft program quarterly/annual donor reports and support drafting of program briefing materials, and respond to requests for program information as necessary.
  • Contribute to the development of concept notes, proposals and strategic plans related to the WPE sector.

Staff Supervision & Development

  • With support of Senior WPE Program Manager, build capacity and skills around program management, grants, management, spending plans, work plans and coordinator for staff under supervision.
  • Identify training needs for WPE staff, and support organization and facilitation of training to meet those needs, in collaboration with the Senior WPE Program Manager. Provide training and capacity building to other IRC departments in conjunction with other sectors as needed.
  • Conduct training and provide on-going technical support and guidance to partners and ensure that WPE programming meets best practices.
  • Collaborate with the other IRC technical programs to maintain an on-going training program to ensure WPE is integrated into health, protection, economic recovery and development and vice versa.

Other Duties and Responsibilities

  • Develop and maintain effective working relationships with relevant stakeholders including community leaders and other implementing partners, and support the Senior WPE Program Manager to communicate and coordinate with partners and stakeholders.
  • Regularly attend GBV and Child Protection Referral System (CPRS) meetings in the field as well as other cluster meetings as appropriate or as assigned.


    • Degree in Social Science, Social Work or other related field
    • At least 3 years of professional experience in GBV program management experiences
    • Excellent GBV case management skills
    • Previous work with or within a women’s organizations preferred
    • Experience facilitating trainings, workshops, or mentoring others
    • Good interpersonal and team building skills
    • Thorough understanding of survivor centered programming
    • Ability to live and work under pressure in an unstable security environment
    • Knowledge and experience of participatory planning methods
    • Excellent oral and written communication skills
    • Experience in program development is preferred
    • Excellent computer skills: MS Word, Excel, Power point, use e-mail and internet
    • Fluency in English. Fluency in Karen and Burmese is a plus.
