BACKGROUND

The Institute for Global Environmental Strategies (IGES) is seeking a Videographer (individual consultant/company) to produce a series of short videos for the ASEAN Project on Disaster Risk Reduction by Integrating Climate Change Projection into Flood and Landslide Risk Assessment. The purpose of this video production is to showcase the works and actions in the field taken by IGES DRR Programme with an aim to strength partnership efforts and for public awareness. The videos will capture highlights from the field: activities and real-life stories during the field visits from the two communities in Lao PDR and Myanmar.

 

ASEAN is one of the most diverse regions in the world with a rapid economic growth and is currently the world’s seventh largest economy and is expected to become fourth in 2030. However, countries continue to face adverse natural events that is becoming more frequent and intense due to climate change. Immediate action is required to counteract the growing disaster losses. With this direct effect of climate change on disasters, linking disaster risk reduction and climate change adaptation becomes a necessity. Linking integrated hazard and risk assessments with future climate projections can help Disaster risk reduction and other developmental planning domains, give appropriate solutions to address future risks

 

The 20-month project funded by the Japan-ASEAN Integration Fund (JAIF) aims to demonstrate, assess and manage the causal factors of disasters and, consequently, influence the decisions on disaster risk reduction and climate change to mitigate newly arising and its impact, particularly in hazard-prone areas. It will be implemented at the regional level with country activities in Lao PDR, Malaysia, Myanmar, Philippines and Thailand between October 2018-May 2020.

 

SCOPE OF WORK AND SPECIFIC TASKS

The objective of this consultancy is to create a series of short videos (of approx. 2 and 5 minutes) amplifying voices  from the communities, key government agencies on their experiences, disaster protectionary measures, risk assessments, community-level involvement, identified capacity needs and use of hazard/risk maps from the project. These will be used in various multimedia platforms for raising awareness through public outreach.

 

The assignment will include travelling to two remote locations in Lao PDR (Phoukhoun) and Myanmar (Taunggyi) to collect necessary raw footage/interviews for video production. Ahead of each mission/travel, detailed briefing on programme information, editorial guidance, expectations of coverage/footage/highlights will be provided. Note: Consultant/company must use own videographing equipment, including microphones and lighting equipment, capable for delivering high quality and resolution jpeg and raw files (300 dpi) and must guarantee timely delivery of assignment based on agreed timeline.

 

Under the direct supervision of the Communications Officer, the Consultant will be required to perform the following:
 

  • Work closely with IGES Communications Officer in developing storyboard with the background information;
  • Video should include objectives, timeline, implementation plan, expected outcomes and some challenges/findings of the project, with story highlights from the field from the two communities in Lao PDR and Myanmar;
  • The subjects should speak for 60 seconds each – this is roughly 100-120 words about their experiences;
  • Develop the documentary video coverage/reportage of overall concept and scenario for immediate use on IGES’s website and multimedia platforms;
  • Undertake field trip to project locations. IGES will undertake all the necessary local travel arrangements;
  • Perform video shooting/filming and editing, script drafting and development with the projects’ beneficiaries and stakeholders;
  • Present draft video documentary to Communications Officer and Programme Manager of IGES for review and comments;
  • Modify, revise and edit materials as required;
  • Ensure full usage rights for music (or use music for which copyright has been granted);
  • IGES has first selection rights to all originals taken on this assignment with

 

TRAVEL TIMING, LOCATION AND LOGISTICS SUPPORT

This consultancy will entail up to 9 days of field work, including travel days and 6 days of filming. Tentative travel details are as follows:

  • 24-26 September 2019: Phoukhoun, Lao PDR and;
  • 8-10 October 2019: Taunggyi, Myanmar

 

All international travel and accommodation in Lao PDR and Myanmar will be covered by the consultant. IGES will provide local transportation necessary to field sites to complete the tasks (travel with IGES staff) and could provide recommendations to local lodgings under his/her own expense.

 

DELIVERABLES

  • A series of short videos (of approx. 2 to 5 minutes) available in high and low resolution, digital format including introduction and conclusion, completely edited;
  • The videos will exhibit themes such as the vision and hope, and at the end seek commitment and collaboration among ASEAN member states to promote DRR efforts in the region.
  • The tone of the videos should a to a wide audience and simple to understand. Advocacy messages should be positive and empowering, reflecting diversity and strength of the ASEAN region.
  • Collection of high-resolution images/photo essays reflecting the work, impact and beneficiaries.
  • Edited images are captioned and well documented for knowledge management in the Shared Drive and CD-roms.

 

DURATION OF THE ASSIGNMENT

The time required is estimated at 60 work days within the period indicated. The consultant/company will be engaged under a retainer contract, which facilitates direct engagement of the consultant/company depending on need and availability within the contract period for the pre-agreed fee from the date of signing the contract.   

 

INTELLECTUAL PROPERTY 

IGES will have exclusive rights to all information pertaining to this project (footage, audio, digital, cyber, project documents, etc.) and its final product. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of the IGES.

 

QUALIFICATIONS

  • Outstanding skills in videography and video editing, with a proven track record of 3 years of relevant experience in producing international quality documentaries;
  • Demonstrate prior experience in video recording and production of similar projects/activities with international NGOs;
  • Ability to deliver products according to the specified technical requirements;
  • Ability to travel to the remote locations in Lao PDR and Myanmar in September – October 2019;
  • Working experience in development or humanitarian environment is desirable.
  • Good level of communication skills in English and Thai.
