Human Resource, Administration and Finance Associate

Position Title:            Human Resource, Administration and Finance (HRAF) Associate (Thai Nationality)

Open Period:             30 Jul 2020 -15 August 2020

Position Description: The Human Resource, Administration and Finance (HRAF) Associate reporting to the Manager: HRAF Management Division of RIMES Program Unit, implements human resource, administration and finance policies, procedures, and programs, ensuring adherence to RIMES staff and finance rules and regulations, in support of the operation of the RIMES regional facility, implementation of programs and projects, and of RIMES institutional processes.

Duty Station:             RIMES Regional Facility, Asian Institute of Technology campus, Pathumthani, Thailand

Type of Contract:       One-year initially, renewable for longer term on excellent performance

Remuneration and Benefits:

  • Monthly base salary, negotiation based on experience and budget
  • Housing allowance 20% of base salary

Minimum Qualifications:

The Human Resources, Administration and Finance Associate demonstrates ability to work effectively with a wide range of people, with excellent leadership, management, communication, and organizational skills.

Knowledge:          At least Bachelor’s degree in human resource management, business management, finance, accounting, finance, economics, or business administration; knowledge of Thai laws, rules and regulations that apply to the operation of inter-governmental

Experience:          At least 5 years relevant experience in international non-profit organizations

Skills and Abilities:  Demonstrated ability to work effectively with a wide range of people; excellent written and verbal communication skills; good leadership and management skills; excellent organizational abilities; strategic thinker, able to manage multiple priorities; ability to stay calm in busy and stressful situations; ability to handle disciplinary issues appropriately; good negotiation abilities; multi-tasking ability; ability to act as a mediator when staff conflicts arise; ability to keep confidential matters confidential; ability to analyze, evaluate, and summarize financial records for accuracy and conformity to procedures, rules, and regulations proficiency in Thai and English

Personal Qualities:  Exceptional attention to detail and accuracy; ability to work effectively in a multi-tasking and multi-cultural environment; demonstrated ability to work as an integrated team

Major Duties and Responsibilities:

Human Resource

  • Assist Manager: HRAF Management Division to plan future personnel needs
  • Advertise positions, recruit, contract, and induct personnel and consultants
  • Liaise with government offices for acquisition of expatriate staff visas and work permits
  • Maintain employee and consultant records
  • Monitor staff attendance, track employee leave of absence, and verify employee time charging for payment
  • Manage staff needs; monitor and ensure staff welfare
  • Administer employee performance evaluation, and prepare and discuss summary report with Manager: HRAF Management Division for decisions on promotion, salary increase, or revision of job description
  • Advise management team on matters relating to employment law, pay, and redundancy
  • Track employee/ consultant contract end dates and initiate contract renewals/ close-out in close coordination with the Manager: HRAF Management Division and Department Head


  • Maintain calendar of work and travel schedules
  • Maintain office premises and other facilities, and administer leasing agreement
  • Oversee office equipment and supplies
  • Facilitate acquisitions/ procurement and payments
  • Maintain inventory of regional facility equipment, instruments, furniture, etc.


  • Administer cash controls, advances, accounts payable and receivables
  • Maintenance of general ledger; Reconcile general ledger on a monthly basis
  • Preparation of financial reports; summarize project expenditure reports, monthly bank reconciliations, monthly financial status reports, assist in preparing end-of-year financial report
  • Maintenance of an efficient filing system; ensure documents are with proper codes and file according to code and, in a supplementary system, according to project
  • Support to financial audits
  • Assist in prepare the annual budget of RIMES
  • Administer project grants/ contracts, which includes reporting, compliance, and reconciliation
  • Ensure that organizational and project expenditures are within allotted budgets
  • Prepare cash flow projection at least on quarterly basis
  • Prepare the financial information required for the RIMES annual report
  • Prepare RIMES financial performance report against benchmarks, for presentation at the RIMES Council meeting


  • Other relevant duties and responsibilities as assigned by the Manager: HRAF Management Division
