Position:  Finance Officer - Fostering Accountability in Recruitment for Fishery Workers (FAIR Fish)

Duty station: Bangkok

 

JOB BACKGROUND:  Fostering Accountability in Recruitment for Fishery Workers (FAIR Fish) Project is an effort to reduce forced labor and human trafficking in the recruitment of women and men in the fishing and seafood processing sectors in Thailand to support the Department of Labor (DOL) Bureau of International Labor Affairs’ (ILAB) Office of Child Labor, Forced Labor and Human Trafficking (OCFT). FAIR Fish will be led by Plan, an international NGO with expertise in addressing forced labor (FL), human trafficking (HT) and child labor (CL), including with fishers and seafood processors in Thailand, Cambodia, the Philippines, and Indonesia. 

FAIR Fish is a four-year project, starting on 1 January 2019 and ending on 31 December 2022. Funding for this project is provided by the United States Department of Labor (USDOL) under cooperative agreement IL-32819-18-75-K.

The Finance Officer for the FAIR Fish project will manage financial activities in and related to the FAIR Fish Project. He/She will work closely with the FAIR Fish Project Director, FAIR Fish Grant Admin Officer, and Plan International Thailand’s Finance Department to ensure effective financial management within the project that donor compliance requirements are met, and Plan’s policies and procedures are followed. He/She will also handle the coordination of the project’s sub-award recipients to ensure they are able to comply with the financial requirements of the USDOL and Plan International Thailand, and provide them necessary capacity building to do so. 

The Finance Officer will be under the direct supervision of the FAIR Fish Project Director. This position is based in Bangkok without travel requirements. The holder of this position will be offered a fixed-term renewable contract.

 

Core role and responsibilities:

  • To prepare monthly financial reports for submission to Plan International USA (USNO), and to assist in preparing financial reports on the FAIR Fish Project for submission to Plan International Thailand’s Finance and Grant department according to Global Hub’s and Regional Hub’s policies, e.g. Grant Reporting SAP Reconciliation, monthly donor financial report logging sheet, etc.
  • To prepare monthly VAT, Accounts Payable, and inventory reports for submission to USNO;
  • To review liquidations, payment requests, and invoices from FAIR Fish staff, consultants and vendors, process the payment following the approval from FAIR Fish Project Director and Plan International Thailand’s Finance Manager, store documents related to the payment, and liquidate the payment through Plan International’s database system;
  • To allocate personnel costs related to FAIR Fish Project according to monthly timesheets;
  • To allocate Thailand CO's costs to the project's apportioned cost budget and ensure they are in line with the US government's grant compliance requirement;
  • To liaison with the project's Financial Advisor at Plan USA office on FAIR Fish Project's spending and financial compliance matters;
  • To monitor budgets and payments for the project’s sub-award recipients and mitigate risks related to financial transactions between Plan and sub-award recipients;
  • To review the project’s sub-award recipients’ financial reports and supporting documents, and to provide technical support in accounting, internal control and financial management to ensure partners are aligned to USDOL’s and Plan’s guidelines;
  • To assist in internal and external audits;
  • To collaborate with other program staff to document compliance to donor requirements and internal policies;
  • To have a detailed knowledge of the project’s financial requirements and to disseminate the information to the project team, sub-award recipients, consultants, vendors, and relevant staff members in Plan International Thailand, and
  • To perform other tasks as assigned by the FAIR Fish Project Director.

 

ENTRY QUALIFICATIONS, SKILLS & EXPERIENCE:

Qualifications and experience

  • Bachelor degree in finance, accounting, business administration, or public administration
  • Three years’ experience in financial management, accounting or internal control
  • Knowledge of partnership and contractual agreement compliance
  • Good English skills
  • Strong negotiation/influencing skills
  • Aptitude for critical and analytical examination of grant compliance issues and draw correct conclusions
  • Ability to build, nurture and maintain collegial and collaborative working relationships with various stakeholders, and strong organizational skills, methodical and strong attention to details
  • Experience working in Thai NGOs
  • Experience working in projects funded by US government is a plus
