Position:          Monitoring, Evaluation and Learning Specialist

Project – USAID Wildlife Asia

The USAID Wildlife Asia Activity seeks to significantly reduce wildlife crime in Southeast Asia and China by employing a comprehensive regional cooperation approach. Specifically Wildlife Asia will (i) Reduce consumer demand for wildlife and wildlife products in target areas; (ii) Strengthen regional law enformedment capacity and coordination; (iii) Increase commitment to addressing counter wildlife trafficking (CWT); and, (iv) Support the USAID Regional Development Mission for Asia’s (RDMA’s) regional coordination of CWT stakeholders and efforts to strengthen the US Government (USG) interagency CWT initiatives.  The USAID Wildlife Asia Activity’s geographic scope includes all ASEAN countries, with a focus on the Lower Mekong (Thailand, Laos, Vietnam, and Cambodia) and China.

Role

The Monitoring, Evaluation and Learning (MEL) Specialist is responsible for all monitoring, evaluation, and learning activities under the USAID Wildlife Asia Activity. S/he leads the USAID Wildlife Asia team to develop, learn and deliver quality data, processes, analyses, presentation and learning to demonstrate the project impact and encourage the use of MEL data. S/he must ensure that all M&E of activities conforms to USAID Evaluation Policy and monitoring frameworks and integrates learning approaches and monitoring and learning best practices. Additionally, s/he also provides support to the management in ensuring high quality and status of contract deliverables and timely response to special data and report requests by USAID.

Responsibilities

• Responsible for implementing the MEL Plan and systems including the data collection and reporting systems according to project performance indicators and targets and to USAID mandated standards (such as Theory of Change);
• Provide technical support to project staff in the use of program reporting forms, data collection instruments and necessary required supporting documentation;
• Ensure data quality according to USAID’s data quality criteria throughout the data management process from collection to reporting;
• Provide technical assistance to USAID Wildlife Asia staff and partners on managing and/or undertaking evaluation, impact assessments, and surveys – including survey design, sampling approach, questionnaire design, field testing, data entry forms, data analysis, and dissemination of key learning for improvement in future program design;
• Contributes to quarterly/annual progress and impact reporting in line with performance indicator targets and desired project outputs and outcomes;
• Compile inputs from all technical team leaders for quarterly and annual reports and submit a draft report to the Chief of Party and Deputy Chief of Party for review;
• Ensure the completion of all MEL activities across project results and promote learning by all staff, stakeholders and partners. This includes taking part in the development and dissemination of learning products;
• For Year 5, contribute to the internal evaluation and other technical surveys or evaluations to learn USAID Wildlife Asia’s outcomes and impact and answer the learning questions; and
• For Year 5, responsible for the transfer of final project deliverables, reports and datasets into the required USAID platforms.

Qualifications

• Bachelor’s degree in business, economics, statistics, international development, or a related field
• 5 years of experience results-based management and planning
• Experience developing M&E plans and monitoring indicators utilizing results-based management, monitoring and evaluation plans, setting and adjusting indicators and goals;
• Prior successful experience providing M&E support or technical assistance to a USAID-funded project/activity
• Excellent oral and written English language skills; fluency in Thai is highly desired.
