Case Processing Manager,based in Bangkok

Background/IRC Summary:  The IRC has a rich history of assisting refugees to apply for U.S. resettlement, from its founding in 1933 to help vulnerable individuals escape Nazi-occupied Europe, to pioneering the Joint Voluntary Agency which assisted Indochinese refugees for 22 years, to operations in Croatia, Sierra Leone and Sudan. Over the years, IRC has processed some half million refugees worldwide for U.S. resettlement.

Based in Bangkok with four field offices in Thailand and Malaysia, the IRC Resettlement Support Center (IRC-RSC) assists persons throughout Asia seeking permanent resettlement in the United States. Operating in fifteen countries, the RSC prepares refugee applications for the U.S. Refugee Admissions Program, provides information to resettlement agencies about arriving refugees and offers cultural orientation training to those refugees bound for the U.S

Job Overview/Summary: The Case Processing Manager (CPM) is responsible for the full oversight of the Case Processing Department and will primarily focus on working with the Post-DHS functions within the larger RSC team.  The CPM is responsible for communicating with other Case Processing units as well as the Casework Department and external partner agencies to ensure timely information sharing and follow-up. This position reports to a Senior Case Processing Manager.

Major Responsibilities:

Program Delivery:

  • Manages the day-to-day activities of the Case Processing Department
  • Ensure work processes are 100% compliant with most current Standard Operating Procedure (SOP)
  • Work closely with the CP Coordinator and other CPMs to develop departmental goals, policies and procedures
  • Based on daily reports, plan and anticipate the workload of each team and direct appropriate staff resources to ensure timely and accurate completion of tasks
  • Oversee daily reporting mechanisms such as caseload reports, email reports, MMIF, MTIF and other Tableau database reports
  • Ensures workload completion and timely submission of reports
  • Conduct weekly reports analysis for the post-DHS expedite cases and other special caseloads and direct necessary follow up action
  • Communicates challenges and issues in a timely manner to supervisors
  • Assist Case Processing Coordinator and Senior Case Processing Manager in the overall out-processing systems management and monitoring as well as reporting of challenges and complex issues

Staff Management, Training and Communication:

  • Ensures professional coordination and communication, both internally and externally
  • Liaise and coordinate with partner agencies (IOM, RPC, RAs, UNHCR, USCIS, and local partners as require ) and refugee representatives to ensure efficient processing of refugee applications
  • Responsible for supervision, support and lead the teams of Senior Case Processing Officers and Case Processing Officers
  • Responsible for quality control checks and provide feedback to staff on quality control issues in a timely manner
  • Collaborate with Pipeline and Policy Coordinator and perform quarterly review and update Consolidated SOP
  • Responsible for initial and ongoing training of Case Processing staff. Develop and conduct trainings relevant to case processing activities in line with most current SOP
  • Participate in training of all new Case Processing staff.  Oversee training of newly hired direct reports as well as regular, ongoing training for assigned staff
  • Participate in START Training and provide work changes/process feedback
  • Coordinate with Casework Team leadership to ensure efficient and high quality Pre/Post casework.
  • Other duties as assigned

Position directly supervises:  Senior Case Processing Officers, and Case Processing Officers,

Indirect Reporting:  Case Processing Coordinator, Senior Program Coordinator                                                                                                                      Other Internal and/or external contacts:

Internal:  All Bangkok and Malaysia RSC staff

External:  IOM, RPC, RAs, UNHCR, USCIS, and local partners as required

Job Requirements:

Education:

  • Minimum College or University Diploma in any field; or equivalent to a  minimum of 3 - 4 years of relevant professional experience will be considered

Work Experience:

  • Minimum of 3-years of proven Supervisory, Team Management and Leadership experience is a must
  • Candidate with relevant resettlement processing experience, knowledge and exposure is advantageous
  • Exposure to a multi-cultural environment is an added value

Demonstrated Skills and Competencies:

  • Proven people management and leadership skills: ability to lead a team and promote productivity in a positive work environment
  • Excellent interpersonal skill: ability to communicate and work effectively and professionally with partners and colleagues in a cross-cultural, multi-disciplinary environment
  • Ability to conduct training, presentation inter-department and cross department (big or small group)
  • Ability to Manage team’s performance; provide regular feedback
  • Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines and work well under pressure in a fast-paced team environment
  • Ensure compliance of policies and procedures by team members; with a professional and constructive attitude, as and when needed able to send proposal for policy and procedures improvement
  • Proven advanced data entry skills – Meticulous, High Accuracy and Quality Control
  • Good Team player, strong analytical skills and able to think and work independently as and when needed

Language and Computer Skills: 

  • Ability to converse, read and write in English is a must, Bi-lingual (Thai/English)
  • Computer literacy – Proficient in Ms Office i.e. Word, Excel, and PowerPoint , Outlook

Others:

  • Able to travel whenever required, both domestically and internationally
