Monitoring, Evaluation and Learning Officer

RECOFTC is inviting candidates to apply for the position of Monitoring, Evaluation and Learning Officer as part of the Executive Office team. The successful applicant will be based in Bangkok, Thailand, with occasional duty travel to field sites in seven countries in Asia. The contract duration is for 24 months with a possibility of extension subject to funding and satisfactory performance. The position is for Thai nationals only.

 

Specific tasks and duties

The Monitoring, Evaluation and Learning Officer will be a member of the Executive Office Unit and under the supervision of the Senior Program Officer, Monitoring and Evaluation (SPO-M&E). The Monitoring and Evaluation and Learning Officer will support RECOFTC’s participatory approach to results-based monitoring and evaluation at three distinct, yet interlinked, levels—projects (including community level), program and organization. In order that RECOFTC captures and uses appropriate information efficiently, the Officer will support in facilitating the following processes:

 

  • Support project and program teams, in consultation and collaboration with partners, to develop gender sensitive monitoring, evaluation and learning (MEL) frameworks, tools and plans
  • Ensure that the project and program monitoring, evaluation and learning frameworks continue to be used and stay relevant by supporting the implementation and periodic revision of the frameworks
  • Make sure that project and program staff have capacity to effectively implement their monitoring, evaluation and learning (MEL) plans
  • Work closely with monitoring, evaluation and learning focal points in seven country offices, and project/program staff to collect, analyse and report output and outcome data from every project and program of RECOFTC at least two times a year
  • Reassure that the quality of the data from all projects and country programs meets RECOFTC’s standard
  • Support the project and program learning and reflection
  • Support the implementation of Participatory Monitoring, Evaluation and Learning (PMEL)
  • Support the baseline, mid-term and end line evaluation based on project/program objectives
  • Prepare Terms of Reference for M&E technical consultants, support their recruitment and ensure proper monitoring of their work in the area of qualitative and quantitative data collection, methodology/design, and other relevant activities
  • Ensure that program level MEL indicators are integrated into project logframe
  • Update the project mapping and evaluation timeline to comply with the common approach to monitoring, evaluation and learning (CAMEL) two times a year.
  • Adhere to/support the requirements of MEL systems of donor agencies with results based monitoring and support MEL systems of current and future partners that work with the center in achieving the Strategic Plan;
  • Support other MEL activities such as outcome harvesting and monitoring and working closely with the center’s communications team on its impact reporting and other effective communication means and tools.
  • Perform other tasks as assigned

Qualifications and experience

The Monitoring, Evaluation and Learning Officer will have the following essential qualifications and experience:

Essential

 

  • Bachelor’s degree in natural resource management,  development studies, agriculture, statistics or other related fields
  • At least two years of experience working related to monitoring, evaluation and learning
  • Knowledge of project development and management
  • Experience in developing project logframes, monitoring, evaluation and learning plans and tools
  • Experience in conducting researches or survey
  • Experience in data management including collecting, cleaning and analyzing
  • Good English-language communication skills in both written and spoken forms
  • Good command of data literacy
  • Thai nationals only

 

Desirable

  • Ability to work independently with confidence and quality
  • Ability to oversee the implementation, monitor and evaluate a specific project
  • Ability to lead the continuous improvement of database for project need and learning
  • Willingness to travel
  • Good interpersonal communication skills, having the ability to work as an active team member. This requires flexibility and open-mindedness.
