Program:
The Enhancing Equality in Energy for Southeast Asia activity (“Activity”) will identify challenges for gender equality in the energy sector in Southeast Asia and implement solutions to overcome them over the period August 2020 to August 2023. As a regional Activity, implementation will occur in Burma, Cambodia, Indonesia, Laos, the Philippines, Thailand and Vietnam, managed from a central office in Bangkok, Thailand. This is a is full-time position based in CORE’s office in Bangkok, Thailand.
Position Description:
CORE International is seeking a qualified Finance/Accounting Specialist (“Specialist”) to support this three-year Activity.
The Specialist will be responsible for oversight of all financial transactions emanating from the Bangkok, Thailand Office including ensuring that, under the direction of the Chief of Party (COP), all Activity resources are effectively and efficiently budgeted, disbursed, monitored and reported. The Specialist will manage the accounting, financing, and administrative components of the Activity including petty cash funds and field office finance, banking, accounting, and administrative activities in accordance with US government Federal Acquisition Regulations (FAR). S/he will maintain the office’s financial management systems, procedures, and controls to ensure consistency with standard operating procedures and US government policies. S/he will support the COP in overseeing procurement activities in-country and the review and approval of vouchers and payments. In addition, S/he will manage all financial files, and support quarterly and annual financial reviews and reporting.
The Specialist must be both detailed and results oriented, with demonstrated ability to manage Activity budgets and finance/accounting functions adhering to FAR and US government financial standards for documentation and reporting of all contract funds. Specialist must have excellent verbal, writing, listening, communication, and interpersonal skills.
The Specialist will be based in Bangkok, Thailand for the duration of the Activity (August 2020-August 2023).
