The U.S. Agency for International Development (USAID), working closely with the Association of Southeast Asian Nations (ASEAN), addresses wildlife trafficking as a transnational crime through the USAID Wildlife Asia activity. The activity works to reduce consumer demand for wildlife parts and products, strengthen law enforcement skills, enhance policy, legislation and jurisprudence and improve regional action to reduce wildlife crime in Southeast Asia, particularly Cambodia; Laos; Thailand; Vietnam, and China. USAID Wildlife Asia is implemented by International Resources Group (IRG), a subsidiary of RTI, in partnership with FHI 360, International Fund for Animal Welfare, Freeland and Integra. The activity is operating from August 2016-August 2021.
Background The Rapid Reference Guide (RRG) on Applicable Offenses to Trafficking of Critically Endangered Species in Thailand was developed to assist wildlife crime investigators and prosecutors identify what is required to build a robust evidential court case against an accused. Intended as a practical tool, the RRG contains brief descriptions of all specialized laws and regulations as well as ancillary statutes, such as anti-money laundering, tax evasion and anti-corruption.
Since its launch in March 2019, the Wildlife Conservation and Protection Act B.E.2562, one of the major pieces of legislation included in the RRG, was updated. With this new legislation in place, USAID Wildlife Asia worked with the Office of the Attorney General (OAG) and WWF to update the RRG. This included a virtual meeting in July with key stakeholders to review and agree on the changes being proposed to the Guide. The feedback was then used to finalize and to subsequently launch the revised guide on October 27, 2020.
USAID Wildlife Asia and Thailand’s OAG agreed that it would be strategic to introduce and promote the application of the RRG at provincial level focusing on wildlife trafficking hotspot areas such as Chiang Mai and neighboring provinces, and targeting prosecutors, as well as provincial representatives from key law enforcement agencies involved in helping to counter wildlife trafficking. USAID Wildlife Asia together with the OAG and with support from WWF will thus organize a workshop in Chiang Mai on May 24-25, 2021 to promote the use of the recently updated Thai RRG.

Position Summary USAID Wildlife Asia is looking to recruit a Consultant to write the report for the RRG workshop in Chiang Mai. The assignment is expected to begin on May 17, 2021 with a completion date on June 11, 2021. The level of effort is expected not to exceed 5 days. The Consultant will report to USAID Wildlife Asia’s Senior Technical Advisor. The specific tasks are outlined below.
