The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

 

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

 

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

 

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

 

The Country Cluster Delegation (CCD) in Bangkok is responsible for overseeing IFRC support to, and coordination with, the National Societies of Cambodia, Laos, Thailand and Vietnam. The CCD currently maintains a country team in Cambodia. The CCD also supports and coordinates activities of the Southeast Asia Red Cross /Red Crescent sub-regional networks at leadership and technical levels, for 11 National Societies in Southeast Asia including in the areas of community safety and resilience, health, migration, youth, protection, gender and inclusion, and fundraising. In addition, the CCD represents IFRC day-to-day engagements with the Governments of the four countries within the CCD.

 

The officer is one of key positions of the IFRC Bangkok CCD to support Thai Red Cross Society (TRCS) in order to implement DRR programme effectively. The position is responsible to act as focal person for Thai Red Cross Society.

 

Job purpose

Under supervision of the Country Cluster Delegation (CCD) Programme Coordinator, the officer ensures speedy, high quality, coherent and well-coordinated programming. S/he oversees the implementation of the Operational Planning alongside with emergency operations that deliver against key regional results spanning five Strategic Priorities (SPs): Climate; Crisis and Disasters; Health; Migration; and Value, Power and Inclusions (VPI) as well as three Enabling Approaches: Engaged; Accountable; and Trusted. The officer maintains an oversight of the evolving humanitarian context in Thailand and ensures that IFRC programme and operational support is agile and continues to meet the common and unique needs of the TRCS. This position also ensures that IFRC support to operations and programmes continually adds to enhancing capacities of TRCS.

 

Job duties and responsibilities

Technical Support

  • Advise the national society technical teams to ensure alignment in all the technical areas related to DM/DRR programs;
  • Promote the cross sectorial and integrated programming approach, linking DRR with Health and Care, DM, Shelter, Migration, Food security & livelihoods and National Society Development programs;
  • Support national societies with the development of their human resources involved with disaster management, through tailor made trainings, National Society personnel exchange, appropriate material development and in organizing and undertaking training of Red Cross staff and volunteers, both within country and where appropriate, at a regional/or sub-regional level;
  • Support the organization of appropriate training/s for national society staff to develop and maintain proper mechanisms, organization, management, structures and systems for managing emergencies (e.g.  Contingency plans, reporting mechanisms, awareness rising about the integration of disaster management and health into community safety and resilience etc.);
  • Assist the CCST in expanding and strengthening of regional and human resources by supporting national societies to establish/develop their own national and branch level disaster response teams such as NDRT and PDRT;
  • Together with the CCST team assist in carrying out trainings and facilitation exercises at regional and national levels aimed at enhancing knowledge and understanding on defined areas related but not limited to Community Safety and Resilience Integration, Contingency Planning; transitions from Relief to Recovery; Disaster Risk Reduction (DRR), School Safety Initiatives and Climate Change Adaptation;
  • Support the national societies in implementing disaster response operations (Emergency Appeal, DREF and other localized disaster operations);
  • Support NS in assessments and project proposal development related to resilience building activities;  
  • Be part of the CSRU in providing support to the National Societies in the CCST in their long-term programming efforts under the guidance of the DRR programme;
  • Work in cooperation with the Organizational Development and Communication ensuring integration in CSRU planning.

 

Policy and planning

  • Support national societies in preparation of their disaster response, preparedness and disaster risk reduction policies, in line with the Federation’s policies and with government policy framework (where they exist);
  • Support national societies in formulating hazard specific contingency plans;
  • Support DREF/EA and other forms of emergency response application processes.

 

Reporting, lessons learnt and knowledge sharing

  • Ensure accurate and timely Disaster Management Information System (DMIS) report are posted on the Federation WebPages by assisting the national society DMIS focal persons in their submission, or as required, posting information on their behalf;
  • Ensure all reporting requirements are met with regards to specific DRR project/s as assigned by the CSR Manager;
  • Draft information bulletins, emergency appeals, operation updates and program updates;
  • Participate in and contribute to the International Federation’s disaster risk reduction networking and knowledge sharing mechanisms.
  • Develop various DRR project proposals, ensure timely and effective project monitoring including monitoring of the budgets and establish and maintain donor relationship.

 

Coordination

  • Coordinate regularly with the NS relevant departments in program implementation for resource and knowledge sharing;  
  • Contribute to development of Case Studies, Web Stories, Newsletters and other DRR related   documents.
