Level: D1


Duration: Fixed term Contract until 31 July 2023


Location: Relevant country within the South East Asia region.

The Role

Finance Officer will be supporting GRAISEA Programme Management Unit and other related Programme staffs in practicing an effective system in Programme Financial Management and Control including partner Financial Control and Management and managing/controlling financial risks and in making decisions.

S/he will be responsible in capacity building of Oxfam and partner finance teams on donor rules and regulations.  The key deliverables include support on Internal control system and compliance and coordinate with external auditors, donor  contract management and other financial related aspect.


What we are looking for

Our Finance Officer will require to be exceptional, dedicated, and highly motivated professional, with a strong commitment to Oxfam's values and beliefs with the following qualification and competencies:

  • Candidate must have University degree in Finance, Accounting or any related fields and at least two years of relevant work experience.
  • Ability to influence and network with others to adopt new practices or change existing ones.
  • Ability to take unaccompanied travel away from home base for up to 15 weeks per year.
  • Able to work on own initiative without close supervision, but to also work as a member of diverse team.
  • Good command of computer software packages e.g. Word and Excel. Be able to learn new software packages to adapt to the financial and donor contract management needs.
  • Ability to develop and implement (or ensure others implement) solutions to financial problems. Eager to learn new things.
  • Good communication skill – Fluency in written and spoken English.
