The Situation for Children in the Southern Provinces of Thailand
The Southern border provinces of Pattani, Yala, and Narathiwat rank among the 20 poorest in Thailand. These provinces are home to over 65 percent of Thailand’s Muslim Malay minority population. Since 2004, the area has been affected by on-going conflict. Economic inequities and the lack of opportunities for youth in the Deep South have been identified as one of conflict drivers. Through United States Agency for International Development (USAID) support, USAID ACHIEVE, Save the Children and the ACTED have been working with local partners and stakeholders to implement a People-to-People (P2P) model for vocational training (VT) of vulnerable youth in the Deep South of Thailand. Four hundred girls/women, boys/men, and children/youth between 15 and 25 years will benefit, which will not only improve their employment chances but, through an innovative collaborative learning methodology, will also foster inter-communal cooperation skills.
Objective
Gender equality and the empowerment of girls/women are the heart of USAID Achieve project. Women’ unequal access to economic, social and legal discrimination against girls/women; their disproportionate burden of unpaid work are some of challenges to gender equality in the Deep South. In response to the challenges, USAID Achieve project conducted Gender Equality and Social Inclusion (GESI) analysis using five domains guided by USAID’s Operational Guidance on Gender Integration (Automated Directives Systems (ADS) Chapter 205). The GESI analysis included prioritized recommendations for action on how to address gender inequalities and social exclusion throughout the activity’s implementation. The objective of this consultancy is to develop a Gender and Inclusive Development Action Plan (GIDAP) using findings from the original GESI analysis and project document. The GIDAP will outline the details of a gender and socially inclusive approach that would utilized in all aspects of the USAID Achieve project, including design, implementation, staffing, MEAL, partners and others.
Location and official travel involved
The Consultant will work primarily from home with support from the SCI Education Advisor, Gender Coordinator, member of project staff, partners and VT where necessary. The consultant is responsible for using his/her own IT equipment and office supplies. The consultant will not be required to travel to the Deep South locations.

The content of the GIDAP will be discussed and agreed upon hiring but at a minimum the report will address the following:
