Regional Practical Guide on Do-No-Harm Consultant

About the Program:
ASEAN–Australia Counter Trafficking (ASEAN-ACT) continues Australia’s long running collaboration with ASEAN and its member states to end human trafficking in our region. The program works primarily on strengthening the justice sector response to human trafficking, while developing new partnerships with allied government agencies, civil society and business. It engages all 10 ASEAN Member States in some capacity and progresses national-level programming in Cambodia, Indonesia, Lao PDR, Myanmar, the Philippines, Thailand, and Vietnam.


Overview
The ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC), in partnership with ASEAN-ACT, is implementing a multi-year project titled: “Capacity Enhancement of Frontline Responders in Countering Trafficking Using Victim-Centred and Gender-Sensitive approaches.” The project contributes to the implementation of ASEAN-ACT’s Equality and Inclusion (EI) and Victim Rights (VR) Strategies and is aligned with the programs EOPOs, in particular EOPO1.

As part of this project, ASEAN-ACT is engaging a consultant to support the development of a regional Do-No-Harm Guide customised for frontline responders, especially law enforcers and those involved in providing direct victim assistance and protection.

 

Objectives
The objective of this consultancy is to contribute to victim protection in South East Asia by minimising the risks of harm at all stages of direct victim assistance and protection, including during the engagement of victims of trafficking in the criminal justice process. The consultancy will produce a practical guide on Do-No-Harm for first responders and other actors that have direct contact with victims of trafficking. The guide will assist frontline responders to consider victim needs, ensure better protections and provide more appropriate responses in carrying out their functions as frontline responders.

 

Areas of Responsibility
At the direction of ACWC Indonesia as the lead coordinator of the project and ASEAN-ACT Inclusion and Victim Rights Director (IVRD), the consultant will:

  • Work consultatively with ACWC representatives and ASEAN-ACT to support the design and organisation of the planned national workshops to be convened in all ASEAN Member States to discuss the Do-No Harm principles and to identify key implementation gaps and challenges experienced by the frontline responders including law enforcers
  • Based on the key findings and recommendations from the national workshops, develop a regional Do-No-Harm Guide that is practical, user-friendly and in line with regional standards for frontline responders in ASEAN
  • Carry out consultations with ACWC representatives and ASEAN-ACT on the first draft of Do-No-Harm Guide to receive critical feedback feeding into finalisation of the guide
  • Carry out bilateral consultations with relevant national stakeholders on the final draft of the guide and incorporate feedback as appropriate
  • Incorporate inputs and feedback gathered during consultations prior to submission to ACWC and ASEAN-ACT for final review and approval
  • Present the final approved Do-No-Harm Guide in a regional launching workshop to be organised by ACWC and ASEAN-ACT
  • Other duties as requested.

 

Expected Outputs
The Consultant is expected to deliver the following key outputs:

  • Inception report containing a work plan, an outline of the design of the guide, workshop methodologies/approaches
  • A Do-No-Harm Guide customised for frontline responders in ASEAN Member States especially law enforcers and those responsible for direct victim assistance and protection (in English).


 

Selection Criteria
Qualifications and Experience:

> Post Graduate qualification (or equivalent advanced university degree) in Political Science, Social Science, International Relations, International Development, Law, or relevant areas
> Strong knowledge of victim-centred and gender sensitivity approaches especially within the human trafficking context
> Excellent understanding of trafficking in persons, labour migration and related social issues within the ASEAN region
> Proven experience in conducting interactive/innovative workshop approaches engaging government and non-government organisations in ASEAN
> Demonstrated track record in conducting successful workshops and development of guidelines for relevant stakeholder working in counter-trafficking or other relevant social issues, especially within Southeast Asia
> Strong analytical, verbal, visual communications and report writing skills in English, including ability to present complex processes and issues clearly to a diverse audience.

Desirable:
> Knowledge and experience of Australian Government development programs and reporting requirements
> Proficiency in an ASEAN language and experience in the region will be highly regarded
Reporting Requirements
> The consultant will report directly to ACWC Indonesia as the lead coordinator of the project and ASEAN-ACT IVRD, provide regular updates and share expected delivery results for review and inputs. ACWC Indonesia and ASEAN-ACT IVRD will provide timely comments to the consultant’s work and address any request by the consultant within a reasonable timeframe.
> The consultant will determine his/her final work schedule, outline and methodology at the beginning of the assignment. The work schedule will set clear deadlines for the completion of each expected deliverable.
