Monitoring, Evaluation and Learning Officer

RECOFTC is inviting candidates to apply for the position of Monitoring, Evaluation and Learning Officer. The successful applicant will be based in Bangkok, Thailand. The contract duration is for 24 months with a possibility of extension subject to funding and satisfactory performance. The position is for Thai nationals only.

 

Specific tasks and duties

The Monitoring, Evaluation and Learning Officer will be a member of the Executive Office Unit and work under the supervision of the Senior Program Officer, Monitoring and Evaluation. The Monitoring, Evaluation and Learning Officer will support RECOFTC’s participatory approach to results-based monitoring and evaluation.


Tasks and duties include:

  • Developing gender-sensitive monitoring, evaluation and learning (MEL) frameworks, tools and plans, in collaboration with RECOFTC teams and partners
  • Conducting periodic review of MEL frameworks to ensure relevance
  • Building capacity of RECOFTC staff members to implement MEL plans
  • Collect, analyse and report on outputs and outcomes, working closely with MEL focal points in seven country offices and other RECOFTC experts
  • Ensure MEL data meets RECOFTC standard
  • Support learning and reflection
  • Support the implementation of Participatory Monitoring, Evaluation and Learning (PMEL) in forest communities
  • Support baseline, midterm and final evaluations of projects and programs
  • Prepare Terms of Reference for monitoring and evaluation technical consultants, support recruitment and monitor their work
  • Ensure that MEL indicators are integrated into project and program logframes
  • Update the project mapping and evaluation timelines to comply with the common approach to monitoring, evaluation and learning
  • Ensure RECOFTC meets the MEL requirements of donor agencies
  • Perform other tasks as assigned by the Senior Program Officer, Monitoring and Evaluation

 

Required qualifications and experience

Essential

  • Bachelor’s degree in natural resource management, development studies, agriculture, statistics or related field
  • At least two years of experience in monitoring, evaluation and learning
  • Knowledge of project development and management
  • Experience developing project logframes, monitoring, evaluation and learning plans and tools
  • Experience conducting research and surveys
  • Experience collecting, cleaning, analyzing and managing data
  • Good written and spoken English and Thai
  • Strong skills in data literacy
  • Thai nationals only

  • Ability to oversee the implementation, monitoring and evaluation of a project
