BACKGROUND

The spillover of infectious agents from animals to humans in recent decades has had a significant impact on the health of humans, animals, and our environment. To minimize the impact of future pandemic threats, the Southeast Asia One Health University Network (SEAOHUN) was established in 2011 to develop skillful and competent One Health (OH) workforce with support from the U.S. Agency for International Development and its One Health Workforce – Next Generation (OHW-NG) project.

Since its establishment, SEAOHUN has expanded network membership from 10 universities in Indonesia, Malaysia, Thailand, and Vietnam to 92 universities in eight countries, including the four founding countries plus Cambodia, Lao PDR, Myanmar, and the Philippines. The expansion was made possible with the support of Korea International Cooperation Agency (KOICA), U.S. Department of State (DOS) through its Lower Mekong Initiative (LMI), and USAID. Our university members come from multiple disciplines connected to the health of humans, animals, and the environment.

Our educational programs promote and facilitate collaborative activities and projects among the countries with an emphasis on improving One Health workforce capacity with cross-sectoral competencies to effectively prevent, detect, and respond to all hazards and emerging threats. Examples of our educational initiatives include the development of One Health core and technical competencies, curriculum development and strengthening, introducing innovative teaching methodologies such as One Health problem-based learning cases, building research capacity to provide an evidence-base for One Health advocacy, One Health student clubs, and scholarship and fellowship programs to support long-term capacity development.

The SEAOHUN Secretariat based in Chiang Mai, Thailand, is the coordinating body for all the country networks. The Secretariat manages subawards with the country networks, facilitates SEAOHUN Executive Board meetings and regional activities, strengthens One Health university networks in Southeast Asia through capacity building activities, and partners with national, international and non-governmental organizations to build the next generation of One Health leaders. The Secretariat represents interests of its country networks at regional meetings/conferences/forums of Global Health Security Agenda (GHSA) Detect 1 and Detect 5 packages, ASEAN+3 Field Epidemiology Training Network (FETN), the Tripartite (FAO/OIE/WHO), among the others. SEAOHUN has partnered with Pfizer Thailand to address the growing threat of antimicrobial resistance (AMR) in Thailand, and with Chevron to strengthen One Health education in Southeast Asia.

Duties and Responsibilities

Under the overall supervision of the Executive Director, the Program Manager will assist the Executive Director to manage SEAOHUN programs, supervise Officers under the Program Division, manage subawards and contracts with country networks (OHUNs), and oversee communication and reporting. S/he will undertake the following tasks:

 

  • Provide daily program management of the One Health Workforce – Next Generation (OHW-NG) Project supported by the USAID throughout the project’s cycle to ensure successful delivery of the project’s outputs and progress towards the outcomes. SEAOHUN Programs include scholarship, fellowship, small grant, regional student engagement, and SEAOHUN international conference.

  • Supervise Officers under the Program Division to ensure successful implementation of the SEAOHUN Fellowship, Scholarship and Students’ Engagement Programs.

  • Coordinate SEAOHUN’s Small Grants Program.

  • Provide programmatic management of the subawards and contracts with country networks (OHUNs), including reviewing and consolidating country work plans, monitoring work plans implementation, facilitating technical assistance and program revisions when requested, and supporting the reporting process.

  • Collaborate with the Operations Manager to ensure efficient management of subaward agreements.

  • Collaborate with the Coordinators and relevant staff of the country networks to develop new regional programs/initiatives to advance the development of One Health workforce.

  • Facilitate monthly management meetings with country networks and support coordination of global-level activities with the OHW-NG consortium.

  • Provide technical support when needed to enhance capacity of country networks to develop and manage its country-level programs and activities.

  • Contribute to the development of the SEAOHUN annual reports, OHW-NG semi-annual and annual reports, in liaison with the Senior MEL Officer.

  • Contribute to the communication activities and the efforts to increase organizational visibility, in liaison with the Public Engagement Officer.

  • Support the Resource Mobilization Manager and Executive Director in writing grant proposals when necessary.

  • Coordinate and maintain effective working relationships with program/project stakeholders.

  • Serve as an alternate to represent SEAOHUN at regional and global forums as assigned by the Executive Director.

  • Perform other tasks as assigned and needed for successful program implementation.

 

Qualifications and requirements

 

  • Master’s or Doctoral degree in One Health-related field from a recognized college or university.

  • A minimum of five years of progressive work experience in health-related areas, preferably on One Health issues in Southeast Asia, with at least three years’ work experience in managing multi-country and multi-stakeholder programs.

  • Practical experience providing technical support to government agencies, intergovernmental agencies, academic universities, or NGOs is required. Experience working in Southeast Asian countries is preferred.

  • Excellent relationship management, interpersonal, and teamwork skills, with proven ability to liaise, consult and negotiate with a wide range of multi-disciplinary stakeholders, including external agencies and service providers.

  • Experience with USAID-funded projects is highly desirable.

  • Experience in writing proposals and resource mobilization is strongly preferred.

  • Strong analytical and problem-solving skills.

  • Self-starting, ability to take initiatives and to work with minimal supervision.

  • Proven effective communication skills in English, both in written and orally.

  • Skills in Microsoft Office/Google, email, and Internet navigation are required.

  • Willingness to undertake regional travels.
