Integrated Programme Analyst

II. Organizational Context

UNDP is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP is on the ground in about 170 countries and territories, working with national counterparts on solutions to global and national development challenges.

In Thailand, UNDP partners with the host government, civil society including the business community, the United Nations system, the development partners and other development actors to help the country achieve sustainable development including the Sustainable Development Goals (SDGs) by eradicating poverty in all its forms and dimensions, accelerating structural transformations for sustainable development and building resilience to crises and shock.

UNDP Thailand Country Office (CO) is reorganizing internally and moving towards an integrated collaborative business model. Internally, an energetic and innovative team will converge around the planning, design, implementation and quality assurance of an integrated programme in a fast-paced environment. Fostering strategic partnership and alliances with different stakeholders will require a team which consistently approaches work with energy and a positive, constructive attitude and has a strong client orientation.

In this context, under the direct supervision and strategic guidance of the Integrated Team Leader (ITL), UNDP in Thailand is looking for an Integrated Programme Analyst responsible for management of UNDP programmes and projects. She / he works within a team of analysts and professionals (operations, policy advisors, project and programme team) to continuously assess the work of the programme portfolio team.  She / he will be responsible to generate analytics and reviews that measure quality standards and identify potential trouble areas in support of programme innovation and to resolve programme and project management related issues.  She / he will perform analysis and provide advice with a focus on design, delivery as well as systems, tools and work methodologies that impact quality and effectiveness of the country office.  She / he systematically reviews new approaches for viability and acts as a sounding board for both technical rigor and performance standards.         

The Integrated Programme Analyst analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities to improve program effectiveness through a management approach that values creative collaboration over narrow silos of self-verifying expertise and practice. 

Under the guidance of the ITL, she / he leads coordinates activities of the projects’ staff and provides quality assurance of the project implementation. The incumbent works in close collaboration with programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

 

III. Duties and Responsibilities

Ideas & expertise:

 Review all aspects of the project cycle and interact with project managers providing feedback on quality in outputs, results, and resource utilization as well as adherence to corporate standards.

  • Provide foundational analysis to resource management within team portfolio.
  • Conducts technical analysis and generates analytics and reports on programming and advisory services outcomes.    
  • Provide substantive inputs to the development of and reporting on the UNDP Country Programme Document, UN Sustainable Development Cooperation Framework, Annual Reports, Integrated workplans and other strategic documents

Quality Assurance from formulation to implementation of Programme:

  • Effective application of Results based management (RBM) tools, establishment of management targets and monitoring achievement of results;
  • Design and formulation of CO programme; Coordination of programme implementation with the executing agencies.
  • Initiation and design of projects in compliance with standards and procedures (conducting Project Appraisal Committee meetings etc)
  • Substantive monitoring and evaluation of projects, identification of integrated development solutions, participation in audit of nationally implemented projects;
  • Follow up on audit recommendations
  • Preparation of donor reports

Partnership engagement:

  • Selects and analyzes relevant data that contributes to development of new methods aligned to and in support of new programme directions and approaches.
  • Identifies client data requirements and process capabilities, organizing summaries for team to include in partnership analysis.
  • Available to clients and collaborators for explanations on routine technical issues and guidance on programme process/collaboration.  
  • Develops technical components and analysis to client outreach materials facilitating stakeholder engagement
  • Engagement in advocacy and communication efforts with partners and donors to raise visibility of UNDP’s work and results achieved and in support of resources mobilization for UNDP programme   

Team Collaboration:

  • Collaborate with team members and clients on identification of indicators relevant to design objectives and client perspectives.
  • Continually identify opportunities for improved data organization, quality and modes of reporting. 
  • Organizes data and reports in support of knowledge management activities
  • Presents data analysis and procedural/policy recommendations with Quality Assurance team
  • Diagnoses technical, data and procedural bottlenecks.

V. Recruitment Qualifications

Education:

Master's degree or Bachelor’s in social policy, public policy, politics, economics, development studies or a related area.

Experience:

  • Master’s with 2 years or Bachelor’s with 4 years of relevant experience in working with quality assurance instruments and results based management models in an international development context;
  • Experience in programme management and multilateral development stakeholders;
  • Experience in the usage of computers and office software packages (MS Word, Excel etc.) and advance knowledge of spreadsheet and database packages;
  • Experience in handling of web-based management systems and ERP financials, preferably PeopleSoft (Atlas).

Language Requirements:

English and Thai. Other official language of the UN will be desirable
