Position title: Finance Officer (1 position for Thai national)
Salary: Depending on experience
Contract: Initially one year contract with 3 months probationary period and possible extension
Work hours/days: Full-time (7.5 hours/day), 5 days per week except for Saturdays and Sundays
Place of work: IGES Bangkok Regional Centre, Thailand
Duties and Responsibilities
Handle all financial aspects especially for all funders at IGES BRC;
- Review and verify programme financial transactions, activities, and documentation;
- Collect, verify and present information and data for use in the planning of financial resources and the formulation of program work plans, budgets, proposals on implementation arrangements and execution modalities;
- Track the appropriate and timely use of financial resources and month-end closure requirements including through the preparation of Monthly Delivery Status Report and investigate any overspend;
- Input data and monitor status, take appropriate action to ensure accuracy of information;
- Prepare reports on financial status, procedures, exchange rates, costs and expenditures;
- Provide technical advice to programme partners on financial reporting;
- Monitor expenditures, and prepare revisions according to the needs of the programmes;
- Ensure the maintenance of the control mechanism for development programmes through monitoring budgets preparation and modifications and budgetary status;
- Undertake corrective actions on un-posted vouchers, including vouchers with budget check errors, match exceptions and unapproved vouchers. Frequently review and investigate payment vouchers which are in error;
- Follow-up on audit recommendations to monitor implementation of corrective actions;
- Organises and prioritizes work schedule to meet client needs and deadlines;
- Support Programme Manager and Finance Manager to ensure continuous monitoring of the Programme delivery, and budget re-phrasal as required;
Competencies
- Thorough knowledge of financial rules and regulations and accounting principles;
- Excellent knowledge of spreadsheet and database packages;
- Ability to administer and execute financial and accounting processes and transactions.
- Client oriented approach to work;
- Skills to manage relationships and communicate.
Required Skills and Expertise
- Advanced (Masters) University Degree or Bachelor’s Degree in Finance/Accounting, Business or Public Administration, or a professional accounting qualification from an internationally recognized institute of accountancy;
- Minimum of 5 years of relevant experience in accounting and financial management at national or international level in large public and/or not-for-profit organizations; in an international and/or corporate organization;
- Experience of managing regional/multi-year programmes is highly desirable;
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages;
- Fluency in English is required
Reporting: Finance Officer will report to The Finance and Accounting Manager and the Director of IGES Regional Centre.
