About COAR: COAR is an independent social enterprise that directly supports practitioners, policy-makers, and donors by facilitating humanitarian and development interventions in complex, fragile, and high-risk environments.

 

Objective: The Regional Finance/Admin Coordinator will support COAR’s southeast Asia portfolio.  Specifically, the Regional Finance/Admin Coordinator will support/oversee financial resources, budget monitoring, and financial reporting, as well as ensuring compliance with COAR procurement procedures and asset management.  S/he will also ensure COAR adheres to local laws and regulations, to include government engagement and tax filing.  

 

Main Activities and Responsibilities:

Budget and Finance: 

  • Monitor expenditure and ensure that it remains within authorized levels 

  • Support the finance department with the allocation of projects costing in the accounting system

  • Prepare and submits monthly BVA (Budget versus Actual) reports to Project Managers

  • Support the accounting department with Month end procedure of payments and submission of timesheets

  • Determine and administer available budgetary resources and provides Project Managers with budgetary and resource allocations advice;

  • Prepare budgets in conjunction with Project Manager; 

  • Ensure compliance with grant and donors’ requirements on financial aspects of agreements and provide guidance to the finance department as to the proper treatment of financial transactions;

  • Ensure project documentation is complete, accurate, updated and readily available;

  • Liaise and support Asia-based consultants; 

 

Administration:

  • Oversee and manage procurements in Thailand and surrounding countries;

  • Maintain and update fixed assets register as per COAR’s policies and procedures;

  • Act as the focal point for legal issues (with support from the Finance Director);

  • Ensure compliance with and support with COAR policies and procedures;

  • Liaise with the Legal/Compliance Department to develop and implement compliant procedures and processes;


 

Requirements:

  • Advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting management or a related field; 

  • Accounting Qualification (CPA, ACCA, ACA or similar qualification) will be considered an advantage but is not necessary;

  • Minimum 5 years experience in a similar role, ideally with international or local NGOs;

  • Experience within the humanitarian and development sector implementing donor-funded programs (i.e. European Union, UN, USAID, etc.); 

  • Native fluency in Thai 

 

 

Skills and Competencies:

  • Proficiency in MS Office program suites. Knowledge of program management and accounting software (SAP Business One is an advantage);

  • High level of advisory skills;

  • Strong analytical skills;

  • Ability to work with others under tight deadlines and respond to changes in priorities;

  • Fluency in English and Thai.  Myanmar and other regional languages would be an advantage.
