This role is to ensure all aspects of the Asia Hub Finances are recorded and reported correctly. The Asia Hub Budget is €4.4m and €3m of this is sponsorship income and €1.3 grant income. It is a relatively straightforward budget.


General Financial management

Responsible for all aspects of financial accounting for Asia Pacific Regional Hub. This includes but isn’t limited to:

  • Responsible for all aspects of finances including month end closing process (running depreciation, management of all Payroll including recording of international payroll in SAP and updating of national staff’s severance provision).

  • Month end closing process of Balance sheet management, including clearing Pre-paid and Accrual items, Accounts Receivables, Accounts Payable, Staff Advance, and Inter-Company accounts.

  • Oversight of intercompany recharges to Country Offices, National Organizations, other Regions, Global Hub.

  • Review all vouchers including payments, receipts, and liquidation transactions and journal vouchers.

  • Collect monthly fund request from different teams, review the requests and formulate the fund request in different currencies.

  • Cash management; Manage actions from the review of bank reconciliations and fund request monitoring. Manage cash flow and the effective and efficient use of resources.

  • Ensure tax/VAT compliance and submit annual tax/VAT returns, this includes annual US tax reporting for Regional Hub’s US citizen staff

  • Ensure efficient asset management through asset control, tracking, maintenance and maintenance of up-to-date records.

  • Ensure strong internal control systems within Plan for adherence to local law and Plan International’s policies.

  • Update the financial authorisation matrix and obtain the approval of the Regional Director as required. Ensure bank mandates are in place and updated as per the financial authorisation matrix.

  • Ensure financial documents are correct and complete. The accounting records and supporting documents and any other pertinent information necessary for the audit be at the disposal of auditor.

  • Ensure smooth coordination between Finance, Administration, HR and management teams. Respond to regional staff on queries related to sponsorship spending details

  • Conduct orientation on the finance policies, procedures and budget structure to new staff of Regional Hub.


Budget preparation, monitoring and financial planning:

  • Prepare annual budget for sponsorship funds including operational costs/apportioned costs, staff costs and specific activities.

  • Coordinate with country offices and grant team to incorporate costs in the annual budget.

  • Work closely with finance team to ensure financial budget and forecast are aligned to the programmes and staff planning throughout the year.

  • Review Service Level Agreements (SLAs) with various country offices and follow up with management for signatories.


Audit and Financial Reporting:

  • Prepare statutory financial reporting to government offices. This may include engagement with internal and external auditors.

  • Support in drafting Term of References and identifying audit firms to carry out annual external audit.

  • Review and upload sponsorship financial report to Power Bi, provide the short summary to management team.

  • Review grant financial reporting and responses to Grant team in terms of finance review.

  • Ensure that the financial information and accounting details are accurately reported. Perform reconciliation of ledgers for quarterly reports and as per the requirement of auditors.

  • Keep track of benefits and costs related to expatriates. Coordinate with HR to provide the report on income tax payment to auditor.

  • Ensure timely, quality financial reporting is completed, and deadlines are met. This includes monthly, quarterly and annual reports as required by the Global Hub.

  • In collaboration with Grants Compliance Team, facilitate preparations for external audit of grant project audits including review and respond to queries on the grant project audits.


Qualifications and experience

  • Bachelor’s Degree or higher in Finance or Accounting.

  • Over 5 years of relevant experience required with experience in budget management, accounting and finance.

  • Experience from non-profit/development sector is a plus.

  • Analytical, process and service oriented with strong planning and numerical skills.

  • Strong spreadsheet skills and working experience with enterprise business applications (such as SAP R/3).

  • Knowledge of Thai Statutory and Tax Filing and Reporting requirements. 

  • Good understanding of accounting principles.

  • Able to guide and instruct others with less knowledge or skills by explanation, demonstration, coaching, answering questions or by providing verbal support.

  • A good team player with a global mindset must be flexible and adaptable to different working environments.

  • Good communication skills: able to communicate effectively to achieve business goals.

  • Good command of both spoken and written English.
