2021 Statutory Audit of RTI projects in Thailand

 

  1. About RTI

RTI International has been working in Asia for more than 35 years, providing technical assistance, institutional strengthening, and program support on behalf of governments, foundations, and private-sector clients.

We maintain several projects in Asia region with its offices located in Indonesia, Thailand, Cambodia, Philippines, India, and Nepal.

Together with our local partners, we deliver science-based solutions and advisory and technical services to help countries across South and Southeast Asia achieve national, regional, and local goals—in health, education, economic growth, governance and public policy, and environmental management.

 

Our Asia Regional Office enables us to ensure quality project management, respond rapidly to client demands, build and maintain local partnerships, and identify public-private partnerships for sustainable development. Our clients in Asia include the U.S. Agency for International Development (USAID), the U.S. National Institute of Child Health and Human Development (NICHD), Australian Government’s Department of Foreign Affairs and Trade (DFAT), World Bank, Asian Development Bank (ADB), Bill & Melinda Gates Foundation, host country governments, and other funders and donor organizations.

 

  1. Background

On annual basis, RTI in Thailand needs to submit audited Financial Statement to Department of Business Development (DBD) and Revenue Department by May 31st, 2022. RTI International has three projects in Thailand namely Inform Asia, USAID Wildlife Asia and Sustainable Fish Asia (SUFIA) which are registered under RTI International in Thailand. RTI requires audit firm service to audit its projects’ financials for period 1 January – 31 December 2021 .

 

Product or Service Expectations (both if applicable):

Detail Scope of Work

  • Performance of the Annual Audit and preparation of the Auditor's Report and Audited Financial Statements (Statement of Financial position, Statement of Changes in Shareholders' Equity, Profit and Loss Statement and Notes to Financial Statements in Thai and English) for period 1 January – 31 December 2021 for RTI projects (Inform Asia, USAID Wildlife Asia, Sustainable Fish Asia) in Thailand.
  • Estimated transaction value from 1 January – 31 December 2021 for Three RTI’s projects in Thailand; Total amount of THB 41,077,327.76  
  • The auditor is expected to conduct the field work in March 2022.

 

Deliverables, Timelines, Special Terms and Conditions:

 

Deliverables or Outputs

  • Draft Audited Financial Statement Report to be submitted by 31 March 2022 at the latest.
  • Final Audited Financial Statements to be submitted by 8 April 2022 at the latest.

The Audited Financial Statements consists of Statement of Financial position, Statement of Changes in Shareholders' Equity, Profit and Loss Statement and Notes to Financial Statements. The audited financial statement to be presented in Thai and English

Reporting

  • The Project Manager for this work is Kevin Yoder, International Accounting Manager.
  • For day to day operation, auditor will report to Wanthana Intharapithak, Senior Finance Specialist.

Term of payment

  • 50% at the acceptance of audit engagement letter
  • 50% at the acceptance of the audit report with Out of Pocket Expenses (OPE) if any. The OPE must be attached with receipts and be reimbursable on actual cost bases.

 

Period of performance

  • The period of performance from 4 January to 30 April 2022.

Requirements

RTI Asia Regional office is looking for an audit firm that meet minimum following criteria’s:

  • based in Thailand
  • has experiences conduct audit for development projects.
  • has audit experiences for the audit purpose of Audit Financial Statement to Department of Business Development (DBD) and Revenue Department.

Proposal

Auditor must enclose the CV of the team proposed.

 

Eligibility Requirements

The interested suppliers are expected to submit copies of the following document:

  • Company Portfolio and Profile
  • Company registration certificate

  • Audited Financial Statement (previous 2 years)

 

  1. Experience/Reference
  • Furnish at least 3 (three) references of other business organization for whom the offeror is providing similar services.

Instructions to Bidders/Sellers

  1. Procurement Narrative Description: The Buyer (RTI) intends to purchase commodities and/or services identified in Attachment A. The Buyer intends to purchase the quantities (for commodities) and/or services (based on deliverables identified in a Statement of Work). The term of the Ordering Agreement shall be from Award Date to the Delivery date of the Offeror unless extended by mutual agreement of the parties. The Buyer intends to award to a single “approved’ supplier based on conformance to the listed specifications, the ability to service this contract, and selling price. We reserve the right to award to more than one bidder. If an Ordering Agreement is established as a result of this RFQ/RFP, supplier understands that quantities indicated in the specifications (Attachment A) are an estimate only and RTI does not guarantee the purchase quantity of any item listed.

RTI shall award the initial quantities and/or services and any option quantities (if exercised by RTI) to Seller by a properly executed Purchase Order as set forth within the terms of this properly executed agreement.

  1. Proposal Requirements. All Sellers will submit a quote/proposal which contains offers for all items and options included in this RFQ/RFP. All information presented in the Sellers quote/proposal will be considered during RTI’s evaluation. Failure to submit the information required in this RFQ/RFP may result in Seller’s offer being deemed non-responsive. Sellers are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach RTI’s office designated in the RFQ/RFP by the time and date specified in the RFQ/RFP. Any offer, modification, revision, or withdrawal of an offer received at the RTI office designated in the RFQ/RFP after the exact time specified for receipt of offers is “late” and may not be considered at the discretion of the RTI Procurement Officer.   1. Notifications and Deliveries: Time is of the essence for this procurement. Seller shall deliver the items or services no later than the dates set forth in the contract that will be agreed by both parties as a result of this RFQ/RFP. The Seller shall immediately contact the Buyer’s Procurement Officer if the specifications, availability, or the delivery schedule(s) changes. Exceptional delays will result in financial penalties being imposed of Seller.
  2. Documentation: The following documents will be required for payment for each item:
  1. A detailed invoice listing Purchase Order Number, Bank information with wiring instructions (when applicable)
