The International Federation of Red Cross and Red Crescent Societies (IFRC) seeks to appoint a:
Title: Consultant for Gender and Diversity in Disaster Risk Reduction Toolkit (WP1)
Reports to: SEA Regional Gender and Diversity Officer
Starting Date: 6 July 2015 to 7 August 2015
Purpose of project background
There is substantial evidence worldwide (and within the Southeast Asia region) of the negative impacts on women, girls, boys and men when humanitarian assistance is not adequately sensitive to Gender or Diversity considerations. Rooted in its humanitarian mandate and fundamental principles to alleviate human suffering, without discrimination, and promote human dignity, the IFRC strives to ensure that gender and diversity are integrated into all of its operations. The IFRC recognizes that without gender and diversity-sensitive approaches to disaster risk reduction and resilience, the most vulnerable people will not be reached and whole communities will be less resilient to the impacts of disasters. When Gender and Diversity equality is actively promoted, it can positively transform and enhance individual lives as well as societies as a whole.
The IFRC Southeast Asia Regional Delegation is working to increase the integration of gender equality into national and Regional Disaster Risk Reduction (DRR) policies and programmes in order to achieve reduced vulnerability to disasters of communities in Southeast Asia. One of the key ways Southeast Asia Regional Delegation (SEARD) is working to achieve this is to build the capacity of National Societies in the region to be able to integrate gender and diversity into the work they do. One of the ways this will be achieved will be through the development of an online open source toolkit.
The toolkit will comprise a comprehensive but selective set of resources on gender and diversity for DRR and resilience. This will enable IFRC and National Societies to have a single online platform containing all the resources they need to practically integrate gender and diversity within all aspects of their work. The toolkit will be an easy-to-use reference with practical guides to incorporating gender and diversity approaches into a number of areas related with policy development, tools development, training and monitoring and evaluation. The development of summary information for each resource and tags to enhance a search facility, will be required to ensure the compendium is user friendly and easily accessible.
Alignment to the IFRC’s objectives and strategy
SEARD’s work on gender and diversity is strongly aligned with the IFRC’s Strategic Framework for Gender and Diversity, as well as Strategy 2020. In building the capacity of National Societies to enhance the resilience of communities, SEARD is contributing to savings lives, protecting livelihoods and strengthening recovery from disasters through DRR. The integration of gender and diversity ensures that we are working to promote social inclusion and a culture of non-violence and peace throughout National Societies.
Project objectives
The overall objective of the assignment is to analyze and provide a summary (between 100-200 words) of each resource within the toolkit, as well as providing key tags to enable the resource to be effectively searched for within the online platform. Resources will have all been selected prior to the consultancy starting. There will be approximately 200 documents. The length of documents could vary in length from 1-2 pages to full reference documents of 100-150 pages (approximately). All summaries must be completed by 7 August 2015 so that the majority of the work will have been completed in advance of the CSR Forum which will be held between 4-6 August 2015.
Desired outcomes:
The toolkit will enable IFRC and National Societies to have a single online platform containing all the resources they need to practically integrate gender and diversity within all aspects of their work including policy development, tools development, training and monitoring and evaluation. The summary information and tags developed by the consultant will ensure the toolkit is user friendly and easily accessible to all National Societies in the Region.
The consultant will be responsible for:
• Reviewing and analysing the content of the resources sourced as part of the toolkit (approximately 200 resources)
• Develop a summary of between 100-200 words to describe the key objectives, the purpose and expected users of the resource
• Develop key tags to enable the resource to be effectively searched for within the online platform
• The consultant is expected to work in close collaboration with SEARDs SEA Regional Gender and Diversity Officer to share progress and feedback
Time Frame:
Between 6 July and 7 August 2015
Deliverables:
Final deliverable by 7 August 2015. A complete set of summary information (100-200 words) effectively describing the key objectives, the purpose and expected users of the resource. The development of key tags for each resource to enable the resource to be effectively searched for online.
Reporting deadlines:
On the first day of the consultancy a meeting, in person or over Skype (if the consultant is working remotely) will be held with SEARDS Gender and Diversity Officer and Knowledge and Information Officer. After this date, each week the consultant should submit the summary information s/he had finalised to SEARDs Gender and Diversity Officer and SEARDS Knowledge and Information Officer. This will allow for feedback and for the Gender and Diversity Officer to finalise these and begin to upload them to the online platform.
Management of Consultancy
The consultant will be guided by the SEA Regional Gender and Diversity Officer with support from the Knowledge and Information Officer.
Qualifications, experience and skills required:
Prior experience in communication and/or research analysis is essential
Working level of English is essential
Prior experience in gender, inclusion, Disaster Risk Reduction/Resilience is highly desirable
A solid understanding of the Red Cross Red Crescent is essential and prior experience with the Red Cross Red Crescent is highly desirable
