Assignment duration: Fixed-Term 1 year Contract with possibility of contract extension
Duty station: Bangkok
JOB Purpose:
In 2021, Plan International in partnership with four Co-applicant CSOs: Article 19, the Feminist Dalit Organisation (FEDO), Phayao Youth News Agency (PYNA), and Thailand Youth Institute (TYI) (collectively with Plan: the OVOC Consortium). successfully secured a grant from the European Union with the overall objective to support and empower civil society in protecting and promoting democracy, human rights and fundamental freedoms worldwide by ensuring that young people and especially women and girls in target communities in Bangladesh, Nepal and Thailand (also the broader Asian region) enjoy fundamental human rights and are actively engaged in improving their lives and communities through inclusive, effective, pluralistic and representative civic participation with a focus on inclusive civic space. Inclusive civic space plays a central role in our action.
Our Voices Our Choices: Women and Youth for Democratic Space (OVOC) aims to address the needs and constraints of youth and women in all their diversity including Dalits, LGBTIQ+, persons with disabilities and other excluded groups, as they are often overlooked, suppressed and underestimated, and are not taking part in decision making. The genuine engagement of these often excluded youth/women groups empowers civil society to play a key role in democratic policy implementation at all levels. This, as well as their advocacy and ability to hold duty bearers to account, improves compliance with international human rights policies and law. The project intends to strengthen an enabling environment for youth/women-led civil society participation and engagement in the Asian region. It aims to facilitate CSOs and youth networks as independent actors who hold their governments to account, and to amplify the outcomes they seek in their societies.
Under the Project, Plan International Thailand will be responsible for management of overall project activities and compliance in Thailand, as well as coordination with the Consortium Lead/ Hub Coordinator and Deputy Hub coordinator as well as Plan International Thailand’s Child Protection Specialist, Gender Specialist, Grant Analyst, and MERL manager.
TYPICAL RESPONSIBILITIES:
- Provide overall management for all in-country activities related to OVOC, working in close collaboration with Phayao Youth News Agency (PYNA), and Thailand Youth Institute (TYI);
- Together with local partners, develop detailed implementation plan for Thailand component of OVOC project in close coordination with OVOC Consortium Coordination Team;
- Initiate timely start-up of activities based on workplan, project monitoring and closure based on work planning with PYNA and TYI in Thailand and with the OVOC consortium;
- Ensure progress against targets (including financial) are achieved as per the timeline and the outputs are contributing to the desired outcome;
- Supervise technical and programmatic deliverables of the project based on workplan set out in proposal;
- Coordinate with other support functions in Plan International Thailand country office to ensure donor contractual compliance under this project;
- Provide and/or arrange coaching and training support for local partners based on partner assessment outcomes and recommended needs;
- Ensure timely and quality donor reporting (narrative and financial) for project components in Thailand as per donor requirements as well as other reports required by Plan International Thailand, APAC and/or GH;
- Support for CSO assessment, sub-contracting and management of sub-contracts with co-applicants.
- Participate as member of the OVOC Consortium Coordination Team including representatives from that will include Project Managers/Specialists in Bangladesh, Nepal, APAC and Netherlands;
- Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures;
- Support other OVOC-related activities to ensure they are implemented efficiently;
- Perform relevant administrative tasks such as budget planning and monitoring as required by Plan International Thailand, APAC and/or GH.
ENTRY QUALIFICATIONS, SKILLS & EXPERIENCE:
Qualifications and experience
Essential
- A university degree in development, gender, politics, human rights or a relevant field;
- Demonstrated experience at Manager level in NGO/development project management, especially working through local partners in Thailand at least 3 years;
- Solid understanding of human rights situation affecting youth and especially girls in Thailand, in particular having direct experience in empowering civil society in protecting and promoting democracy, human rights and fundamental freedoms will be preferable;
- Strong working knowledge and use relevant software (MS Office 365) and other platforms for effective management as well as social media for advocacy and influencing;
- Ability to facilitate workshops, conduct and advise on influencing and advocacy campaigns with local CSOs and partners;
- Provide management support and coaching to local partners, youth and women’s groups as needed;
- Proven ability in preparing donor narrative and financial reporting, in particular with EU donor will be an advantage;
- Good understanding of the development and NGO sector in Thailand, and in APAC region will be an advantage;
- Experience of working with coalitions and networks and working with partners
- Demonstrated youth engagement skills, in particular having direct experience in empowering young people especially women will be preferable;
- Strong support and commitment to children’s rights, gender equality, and social inclusion
- Must have good communication skills both in Thai and English.
Desirable
- Demonstrated understanding of Thai political contexts;
- Financial management of NGOs;
- Good team-working and collaboration with all project stakeholders both in Thailand and other related countries;
- Experience in developing and delivering advocacy strategies in development/humanitarian contexts;
- Skills in conducting capacity building initiatives for local partners in programme, management and financial aspects as may be required.
