Background and Rationale
The Mekong Partnership for the Environment aims to advance informed multi-stakeholder dialogues in Lower Mekong countries on the anticipated social and environmental costs and benefits of regional development projects. Large development projects with significant regional social, economic, and environmental impacts demand a creative approach that involves meaningful engagement across diverse stakeholders, including governments, banks and the private sector, civil society organizations (CSOs), and communities. The MPE project’s major objectives include:
Objective 1: Increased capacity of civil society to influence development decisions that have significant anticipated social and environmental impacts;
Objective 2: Strengthened regional platforms for multi-stakeholder participation in development decision making; and
Objective 3: Increased public access to quality, timely information on environmental and social costs and benefits of regional development projects
National-level reform efforts related to EIA currently underway across the Mekong region point to opportunities to strengthen EIA policies and practices. Following regional workshops with government and civil society representatives in December 2014 and May 2015, MPE is now supporting the formation of a Regional Technical Working Group (RTWG) on EIA to advance regional collaboration and specifically to develop regional guidelines on public participation in EIA.
Objective
The objective of the consultancy is to provide technical assistance and expert advice to the Regional Technical Working Group (RTWG) on EIA. This will occur through activities such as: providing written inputs (such as draft guidelines for RTWG member consideration), participating in and providing expert advice at formal RTWG meetings, and supporting the development of a regional EIA manual in coordination with other partners. In addition, the consultant will provide ongoing recommendations to Pact on the development and coordination of the RTWG to ensure successful delivery of its expected outcomes.
Specific Tasks
The consultant will conduct the following specific tasks:
Actively participate in formal RTWG meetings (approximately three to four during the consultancy timeframe), providing expert advice and guidance to the discussions and deliberations of the RTWG members.
Assist in drafting key inputs to the RTWG, including outlines and draft guidelines on public participation in EIA in support of the RTWG deliverables.
Review, summarize, and present on relevant legal and policy documents and guidelines pertaining to the EIA process applied in the region.
Assist in the development of revised draft guidelines incorporating inputs from public consultation meetings.
Consult with other technical experts, collaborators, and others as appropriate and necessary.
Compile and organize relevant laws, policies, and relevant documents into a Regional EIA Manual, in coordination with other partners (e.g. Mekong Legal Network).
Provide ongoing recommendations to Pact on the successful development and implementation of the RTWG.
Implementation of specific tasks and their timing will depend on the specific working modality and schedule of the RTWG, to be further detailed at the first formal RTWG meeting.
The consultant will report all findings and recommendations to the Governance and Institutional Advisor, based in Bangkok, Thailand.
Deliverables (and approximate due dates)
Participation in formal RTWG meetings (e.g. September 2015, February 2016, May 2016)
Review and contribute to draft regional guidelines on public participation in EIA.
Soft copies of all documents referenced/reviewed compiled and organized
Regular bimonthly written and/or oral briefings for the Governance and Institutional Advisor
