Scope of Work

Within the frame of an innovative Pilot Project for the Reduction of Statelessness UNHCR deployed Community Statelessness Workers tasked with profiling communities with a high prevalence of statelessness and supporting stateless persons in completing nationality applications and compiling supporting documents. The Monitoring Assistant (Statelessness) is tasked to work with the Community Stateless Workers, provide guidance if and when requested, ensure smooth workflows and function as interface between the Community Stateless Workers and the Statelessness Unit at the Representation. The deployment of a Monitoring Assistant (Statelessness) to project sites is crucial for the evaluation of the project in order to assess whether the current format of the support to communities and respective district administrations effectively enables stateless persons to access the nationality application procedure and whether their applications are efficiently processed by the Department of Provincial Administration (DoPA) and the Bureau of Registration Administration (BoRA). The deployment of two Mobile Offices by UNHCR and DoPA to two pilot districts in 2015 will increase the need for monitoring. The Monitoring Assistant (Statelessness) will then be tasked to observe the processing of nationality applications and the acceptance of the project in remote communities in order to draft recommendations for adjustments if needed and identify additional areas to which the project could eventually expand.

Monitoring and Progress Controls

The Monitoring Assistant (Statelessness) is supervised by the Protection Officer (Statelessness). The benchmarks listed below will enable the UNHCR Representation in Thailand to assess progress made by the incumbent and provide appropriate feedback.

a. Deployment of Community Statelessness Workers: The incumbent will plan and oversee the deployment of Community Stateless Workers (CSW) to communities with a high prevalence of statelessness, identified in close cooperation with respective District Offices. The oversight includes monitoring the identification of suitable candidates by stakeholders in selected areas, in particular District Offices, Legal Clinics; organizing training sessions and capacity building measures when and where needed; monitoring procurement processes and logistical arrangement in relation with the deployment of CSWs. Subsequent to their deployment to remote areas, CSWs will be coached by the incumbent in view to increase their processing capacity and ensure the preparation of qualitative nationality applications, including related civil status documentation and supporting documents. The incumbent will also ensure that CSWs meet the agreed targets and complete reporting requirements. The incumbent is based at the Representation in Bangkok and is expected to undertake frequent missions to areas, where CSWs are deployed in order to monitor the progress made in preparing nationality applications, the quality of work completed by CSWs and respond to questions raised by members of the communities, including authorities at community-level. The incumbent will evaluate the efficiency of the deployment scheme and propose possible adjustments.

b. Deployment of Mobile Offices: The incumbent will plan and oversee the deployment of two Mobile Offices to District Offices, which includes to monitor the procurement process for equipment and other supply processes related to the purchase and the equipment of three units, including drafting a corresponding partnership agreement with the Department of Provincial Administration (DoPA), under which the Mobile Offices will be operated by District Offices. The incumbent will also provide support to Mobile Offices deployed by District Offices and ensure a synchronized implementation of activities by CSWs and District Registrars deployed with the Mobile Office. The incumbent will monitor the presence of Mobile Offices in remote areas and assess whether the Mobile Office system leads to the expected results. This includes flagging difficulties faced by Mobile Offices in processing nationality applications, as well as possible adjustments to be incorporated into a modified partnership agreement. The Monitoring Assistant will receive queries from the District Office, authorities at community level, as well as stateless persons, in view to provide the Protection Unit with accurate information on the current stage of implementation of the Mobile Office project.

c. Bi-weekly Media Scan on Statelessness: National media have been reporting a variety of issues faced by stateless persons and covered a number of national and regional events relating to the acquisition of nationality and access to human rights.
