Background of the project 

 

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi, and Mae Hong Son provinces.

 

Following the coup in Myanmar in February 2021, fighting between the military and insurgents along the border with Thailand has led to a large-scale internal displacement and a smaller but growing number of refugees seeking protection in Thailand. Anticipating a potential large-scale in-flux of affected into Thailand this year, the IRC Thailand is preparing to expand and enhance its emergency protection services to put in place necessary internal mechanisms and coordination at provincial and national levels to address the emerging need of the affected people. The Emergency Protection Program has been funded by the DG ECHO, PRM, and DFAT   and implemented in partnership with front-line community-based organizations and in coordination with National Protection Sector and Provincial Protection Sector Working group in Tak, Mae Hong Sorn, and Kanchanaburi Province.

 

Scope of work  

 

The Translator & Interpreter will be responsible for the on-site, live interpretation, and document translation between the Karen and English or Karen and Thai languages. Live interpretation will consist of online and in-person meetings to ensure two-way communication between the program staff and the client during the Protection Case Management process including with partners’ frontline staff.  Document translation will consist of translating a wide range of documents, such as social media posts, news, protection monitoring report, rapid need assessment, post distribution monitoring, cash assistant forms, financial statements, and contracts. etc., with the expectation that they will meet set deadlines. Additional responsibility will be interpreted during the meeting, training, or workshop facilitated by the program team.

 

Job Responsibilities:

 

  • Interpreting and translating (English - Karen, Karen- English or Karen – Thai and Thai - Karen) during the protection case management process through mobile phone calls or in-person including being an operator for hot-line calling to provide responsive information.
  • Interpreting during visits to the affected population in the non-holding area.
  • Translate documents accurately from social media (YouTube, Facebook, news online, etc.)  related to the situation in Myanmar in Karen to English.
  • Convert dialogue and convey the intent of the original speaker, understanding that many idioms and slang terms do not translate exactly between languages.
  • Attend and interpret all required pieces of training and meetings, whether virtual or in-person.

The payment will be paid upon the completion of each assignment by IRC after the IRC program checks all documents and approve. IRC may withhold for taxes 3% as required by law and shall provide withholding certificates to the translator, accordingly.

     

Requirements:

Education:  At least Post 10 school certificate or high school level.

Work Experience:  At least one year experienced being an interpreter or translator

Demonstrated skills:

  • Excellent active listening, oral communication, and presentation skills.
  • Communicate fluently in English and Karen, or Karen and Thai in both the written and spoken word. Burmese is an advantage.
  • Strong planning, organizational and interpersonal skills.
  • Computer proficiency in Microsoft Office, Microsoft Team, Google Calendar, documents & email, Skype & Zoom, and cloud sharing platforms such as Dropbox and Box.com.
  • Ability to work both independently and as part of a multicultural team, flexible mindset.
  • Ability to meet strict deadlines.
  • Willing to work in the rural area including working on the weekend and holidays.
  • Willingness to have a broad range of responsibilities.
  • Knowledge of the vocabulary surrounding emergency protection, humanitarian in an emergency, GBV, etc.
  • Handle the private information of the organization and the beneficiaries with confidentiality and respect.
