Background

World Vision Foundation of Thailand (WVFT) is a non-profit, Christian organization, dedicated to transformational development of children, families and communities.  It was founded in 1974, and is currently supporting children, families and community development

in 46 provinces in Thailand.

 

Purpose of Position

To lead and drive Grant Acquisition Strategy for WVFT Ministry with particular support to Technical Services and Integrated Ministries on proposals and proposal development. This will include bid management, grant acquisition and organizational liaison and networking.

He/she has the responsibility of enhancing the capacity and position World Vision Thailand for acquiring and managing bi- and multi-lateral grants and private funds and meeting donor and WV accountability standards.

This position’s core responsibilities include, but are not limited to, coordinating the development of the NO business plan for Grant Acquisition & Management (GAM), coordinate the implementation of GAM processes (including the development of go-no go policy), proposal formulation, donor/embassy liaison, tracking of GAM performance metrics and building the capacity of staff in the area of resource acquisition, grant management (with focus on programming) and providing support to projects/programmes to ensure quality and adherence to WV and donor requirements.

He/she will work closely with Programming Management, Sectoral Experts, M&E Specialists, Finance, Liaison Officer, and Executive Leadership, as well as with colleagues in WV’s partnership offices in the Asia Region and Globally.

 

Major Responsibilities

Grant performance

Grow the current NO institutional grant portfolio.

Achieve new grant growth targets set by NO and regional office.

Develop/update Grant Acquisition and Management Business Plan

NO has a GAM Business Plan, which includes a donor landscape mapping, a prepositioning and donor engagement plan, and an analysis of the NO capacity advantages.

NO has an efficient grant proposal tracking system.

NO has identified key partners and is member of key grant networks

Develop quality proposals

Review and research possible proposals and recommend whether NO should pursue these opportunities within the parameters of the growth targets and strategy.

Lead grant applications and review donor proposal requirements.

Meet with donors to clarify proposal requirements.

Pay field visits to collect data from ADP Managers for inclusion in proposals.

Assist in the review of draft proposals prepared by NO staff, and provide technical inputs and English editing.

Together with NO staff, assist research, develop and finalize high quality proposals for submission.

Ensure proposals submitted by NO meet the requirements of donors.

Grant Management and Compliance

Ensuring that all grants acquired comply with the grant rules and regulations.

Coordinate with the NO team to ensure that there are regular monitoring visits to verify grant compliance and financial management and to deliver grant management training.

Manage grant contract amendments, including donor liaison, working with colleagues in Policy & Programmes and NOs to ensure alignment between revised project implementation plans and budgets

Work with NO teams to ensure and maintain up-to-date grant information on grant financial and risk monitoring data.

Develop training materials for and provide training on grant management and compliance NO staff as necessary.

Manage grant reporting, proactively engaging with NO colleagues to ensure reports comply with donor requirements in terms of their presentation and timeliness.

Leadership and Building the Capacity of Building Staff Capacity

Assist with building the second of NO staff in grant acquisition, management and compliance.

Develop a strong second liner to be able to take up increasing grant management responsibility.

Building staff capacity on institutional grant project/program management.

 

Job Qualification:

Bachelor’s degree in relevant field (Business, International Studies, Finance, etc.)Master’s Degree preferred.

Highly detail-oriented and well organized

Creative Thinking & Strong Initiative; Independent Thinking

Adopts a determined and thorough approach to grant acquisition and management and can apply analytical skills and a proactive approach to understand issues and find solutions

Ability to solve problems effectively, manage multiple deadlines, organize priorities, and foster an atmosphere of teamwork

Able to work with little supervision, both independently and in coordination with others in a multicultural environment.

Strong financial and project management skills, with the ability to not only collate and report on program and financial data but to identify potential risks and opportunities for improvement

 

Experience with national or international NGO. Knowledge of the workings of Major Institutional Donors

 A demonstrated track record in proposal development, funding acquisition grant management for major government donors preferred; high performance and quality standards; negotiation skills; ability to motivate and inspire teams.
