As an international cooperation enterprise for sustainable development with worldwide operations, the German government owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH operates on behalf of German Ministries, the governments of other countries and international clients. GIZ has a record of more than 55 years working in Thailand. The project “Remote sensing-based Information and Insurance for Crops in Emerging economies (RIICE)” which is implemented as a public-private development partnership by five consortium partners is currently looking for a:

 

              National Project Manager

The RIICE project is funded by the Swiss Development Cooperation (SDC) and the German Ministry for Economic Development and Cooperation (BMZ) to provide risk management mechanisms for smallholder farmers in Asia through the use of remote sensing-based insurance solutions.

The GIZ-National Project Manager Thailand (GIZ-NPM) will ensure the collaboration and support of the RIICE partner institutions in the development and implementation of efficient and sustainable crop insurance solutions for rice farmers in Thailand. He/she will represent RIICE in relevant political and/or technical working groups and ensure the visibility of RIICE within key stakeholders in Thailand. With the support from the Global Project Management Office based in Europe, the GIZ-NPM will define and implement the national strategy of RIICE in Thailand. He/she will work in collaboration with the IRRI-Regional Project Manager who will manage the scientific requirements on remote sensing and yield measuring of the RIICE project.

The GIZ-NPM will be based in the GIZ project office of “ASEAN for Sustainable Agrifood Systems” in Bangkok. 

 

Responsibilities:

The NPM shall be responsible for conducting the implementation of the RIICE project and ensuring that the deliverables are produced and the project outcome in Thailand is reached.

In particular, the NPM’s tasks and responsibilities are outlined as:

to liaise with the RIICE consortium parties responsible for particular outputs in the target countries to ensure a smooth implementation of the outputs agreed with Thai partner institutions;

to facilitate the dialogue between RIICE Global Project Management members and political stakeholders;

to support in the evaluation of appropriate crop insurance solutions including marketing and distribution networks.

to participate in identifying needs for external advice, work on policy recommendations as well as to participate in developing and implementing a strategic national approach;

to prepare and facilitate workshops and other events on issues related to the project’s areas of activity;

to monitor the project progress and the activities of components, to review reports and documents on the progress of joint projects, and to identify bottlenecks as well as to recommend alternative management options to the Global Project Management Team of RIICE;

 

We are looking for a smart, well organised, pro-active, hands-on individual with experience in dealing with private sector, NGOs, government offices and national research institutes (at least two) with the following qualifications and experience:

Masters/MSc in an area that is related to the project objectives (e.g. Business, Finance, Insurance, Agriculture, etc.)

At least 4-6 years of project-related experience, with at least 3 years of professional project management experience. Working experience in the field of insurance will be seen as an asset.

Background in a development context with regard to (micro-)finance and (micro-) insurance, agriculture, financial inclusion and/or rural financial development is highly desirable;

Agricultural insurance knowledge is a plus but not necessarily required. The person must be able to familiarize him/herself quickly with the field of agricultural insurance. Guidance will be provided. 

Excellent networking, presentation and personal communication skills; able to work independently;

Fluent written and oral knowledge of the English language is a must;

Very good working knowledge of ITC technologies and computer applications;

Willingness to further develop and upgrade personal and technical skills as required by the tasks to be performed – corresponding measures will be agreed upon with the management.
