Finance/ HR officer
Functional title:    Finance/ HR officer
Location:        Bangkok
Duration:     Six-month contract with possibility of extension

Background:
APTN works for the rights and recognition of transgender people through rights based advocacy, policy influencing, and community organization at the regional and country level, ensuring that stakeholders and partners have the evidence, understanding and alliances necessary to enable transgender communities across Asia and the Pacific to design and lead an effective response to HIV.

The mission of APTN is to enable transgender women and men in the Asia and Pacific region to organise and advocate for the improvement their health, protection of their legal, social and human rights, and enhance their social wellbeing and quality of life.

Priority action areas for APTN:

•    Increase healthcare provision and access
•    Reduce stigma and discrimination in healthcare provision
•    Expand quality training for health and other key service providers working with transgender people
•    Produce and disseminate content appropriate and specific information to health and other service providers on transgender issues

In order to strengthen the network and advocacy initiatives, APTN will be strengthening the human resource capacity at its secretariat. The network is looking for a suitable candidate for the post of Finance/ HR Officer to be based at the secretariat of APTN in Bangkok.

Duties and Responsibilities:
Under the supervision of the Network Coordinator and in close coordination with the Project Manager, the Finance/ HR Officer will take full responsibility for outcomes and will provide management, administrative and financial guidance as well as ensure general co-ordination and supervision of the planning, preparation, monitoring, review, clearance, and control of administration, HR and financial operations.

•    Provide advice and guidance on requirements to be met for programme planning and budget formulation including staffing; oversee the preparation of submissions and annual work plans

•    Review and oversee the preparation of budgetary and implementation reports.

•    Bring significant issues arising from budget analysis and trend forecasting to the attention of the secretariat.

•    Serves as focal point for financial coordination of project implementation activities, involving extensive liaison with a diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on finance actions, e.g. authorization of payments, disbursement of funds, procurement of equipment and services, etc.

•    Provide policy and technical advice regarding the application of the APTN manual and management procedures.

•    Maintain liaison with other international agencies engaged in transgender work especially the United Nations and International Non Governmental Organizations, on administration and financial matters.

•    Ensure the preparation of management and administrative documents as required; including maintaining financial reports, preparing monthly, quarterly and annual budget of APTN; handling auditing process; revenue; preparing monthly expenditure reports; preparing social security document, calculating and submitting personal income tax for staff.

•    Coordinate input to medium-term planning and budgeting documents.

•    Coordinate the monitoring and reporting on programme implementation / budget status. Ensure a reasonable historical record of the inputs and outputs achieved in each annual period.

•    Supervise and provide technical guidance to staff involved in all phases of the work.

•    Supporting APTN secretariat and board in financial duties

•    Perform other duties as required.

Pre-requisite

•    University or Bachelor Degree in Finance, HR, Commerce,Business Administration or Accountancy.
•    At least five years experience in a similar position.

•    Computer proficiency (Windows, Microsoft Word, Excel, Power Point);
•    Fluent in English (listening, speaking, reading, writing).    
•    Experience of living as a transgender person will be an added advantage
