POSITION TITLE:    Finance Manager, USAID Thailand Counter Trafficking in Persons (CTIP)

LOCATION:             Winrock International, Bangkok, Thailand

REPORTS TO:          Thailand CTIP Chief of Party (COP) and coordinates with  Winrock’s International Controller

Duration:                 Up to 5 years

 

 

Position Summary:

 

Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of Finance Manager for the USAID Counter Trafficking in Persons (CTIP) project in Thailand. The five-year USAID Thailand CTIP project is an anticipated extension of an existing five-year project and will build off existing work to address the root causes of human trafficking, advocate and protect vulnerable populations from trafficking and abuse, prevent at-risk populations from risky migration, and assist the Royal Thai Government in reforms needed to effectively combat trafficking and support victims.

 

 

ESSENTIAL RESPONSIBILITIES:

 

The Finance Manager is responsible for overall financial management of the USAID Thailand CTIP project. The position will be responsible for providing effective and efficient financial management. They will work with the COP and Program Managers at home office to establish and manage effective, transparent, and auditable processes and procedures. The Finance Manager will supervise the Human Resources & Procurement Officer and Finance & Administrative Assistant and ensure compliance with USAID and Winrock policies. Specific responsibilities include but are not limited to:

 

Financial management and reporting:

 

  • Ensure project disbursements are processed consistent with Winrock standard operating procedures, policies and accounting principles, as well as USAID cost principles
  • Ensure project finances and operations adhere to relevant Thai laws, including oversight and filing of necessary taxes
  • Liaise with Social Security Office for monthly submission of social security fund, including new hires and departing staff
  • Monitor and manage Provident Fund and Group Insurance payments 
  • Oversee monthly financial reporting in accordance with the guidelines and set deadlines, and liaise with Winrock Home Office and Winrock Regional Office to resolve any questions
  • Organize and maintain all records and files in accordance with national, Winrock, and donor requirements
  • Reconcile all bank accounts and petty cash no less than monthly and report any discrepancies to COP
  • Manage relationships with banking institutions and local government agencies
  • Prepare monthly payroll in compliance with labor and tax laws in country and other Winrock’s process and policies
  • Make payments to staff, vendors and consultants in compliance with Winrock and donor regulations and Thai legal requirements.
  • Liaise with Grant Officer to ensure financial reporting by grantees is in compliance with Winrock policy and USAID rules and regulations.  

 

Budget management:

 

  • Develop procedures for monitoring, managing, and analyzing project budgets, which allow accurate projection of expenditures and comparisons of actual and budgeted spending
  • Coordinate monthly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations
  • In collaboration with the COP, develop projections, budget variance analyses, and financial planning/risk management strategies and reports

 

Other responsibilities:

 

  • Liaise with the Chief of Party to ensure the project needs are being met in terms of accounting and financial operations
  • Liaise with on-site work with auditors, as appropriate
  • Other duties as assigned by COP and Winrock

 

QUALIFICATIONS

 

  • Minimum six years of experience in accounting and fiscal management
  • Knowledge and understanding of Thai accounting and audit rules and requirements
  • Knowledge of and experience in managing U.S. Government and international organization funds, preferably for USAID projects
  • Demonstrated working knowledge of USG rules and regulations, particularly the code of federal regulations 2 CFR 200 and 2 CFR 2900
  • University degree (B.A./B.S. or higher) in Finance or Accounting, or related topic
  • Interest in and enthusiasm for the mission of Winrock/Thailand
  • Fluency in Thai and English
  • Advanced knowledge of word processing, spreadsheet (Excel) and accounting software required
