Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. 1.ORGANIZATIONAL CONTEXT AND SCOPE:

The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations High Commissioner for Refugees (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum.

The Regional Support Office of The Bali Process (RSO) was established in 2012 to facilitate the operationalization of the Regional Cooperative Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and people smuggling, and other components of migration management in the region. The RSO is co-managed by the Australian and Indonesian Governments.

2.RESPONSIBILITIES AND ACCOUNTABILITIES

Under the supervision of the Transnational Crime & Technology Programme Manager, the Open-source Intelligence (OSINT) Curriculum Development & Facilitation Consultant will develop an applied curriculum for law enforcement, border officers and intelligence analysts investigating cases of human trafficking, migrant smuggling and related transnational

organised crime. The consultant will coordinate with, and solicit, feedback from OSINT and law enforcement experts from Bali Process Member States, as well as RSO staff.

Deliverables for the Consultant will be:

A.Curriculum Development.

In close coordination with the RSO Transnational Crime and Technology Team, develop a nine-day OSINT curriculum for frontline law enforcement investigations and analysis , as well as related applications such as intelligence, profiling, or visa applications. The curriculum will be designed to be delivered over a period of six to twelve months through a series of three three-day workshops at the beginning, middle and end of the training period. This will include:

1. 1. The development of all relevant PowerPoints and training materials, including a take-home handbook for workshop participants focusing on applying learnings to their work. Materials developed should be in line with the RSO design guide, with the RSO providing graphic design services to the Consultant as required.
   2. The curriculum should be developed in line with laws and legal frameworks of relevant Bali Process Members States. Each of the three workshop sessions should incorporate content on ethics, privacy and the protection of human rights while conducting OSINT investigations and analysis.
   3. Incorporating feedback to the draft curriculum provided by the RSO and/or experts from Bali Process Member States.Timeline for delivery is no later than: Workshop #1 Curriculum (August 30^th); Workshop #2 Curriculum (October 15th); Workshop #3 Curriculum (November 30^th). Feedback should be solicited and incorporated during the 30 days following each deadline.

B.Facilitator Guide

2. 1. The Consultant will develop a clear and detailed facilitator's guide that will provide guidance to others with a similar level of experience and skills on how to facilitate workshops using the curriculum. 
   2. The facilitator’s guide should provide detailed guidance that can be used by potential facilitators to deliver all training materials without support from the Curriculum Development Consultant.

Timeline for delivery is no later than: Workshop #1 Facilitator’s Guide (August 30^th); Workshop #2 Facilitator’s Guide (October 15th); Workshop #3 Facilitator’s Guide (November 30th). Feedback should be solicited and incorporated during the 30 days following each deadline.

C.Workshop Facilitation

3. 1. The consultant will act as the lead facilitator for two rounds of the workshop, totalling 30 days (3 days per workshop, 6 workshops + one day for evaluation, curriculum updates per workshop). All expenses related to travel will be covered by the RSO and/or its implementing partners.
4. 2. The consultant will incorporate feedback attained during workshops into the training materials, in consultation with the Programme Manager.
   3. Workshop dates will are TBD but will run between October 2023 and June 2024.

3.REQUIRED QUALIFICATION AND EXPERIENCE

Education:

• University degree or similar relevant credential from an accredited academic institution in a relevant field (such as criminology, cyber security, security studies or public administration)
• A graduate-level degree in a relevant subject is a strong asset.

Experience:

• A minimum of 10 years of relevant professional experience is required.
• Proven experience in conducting OSINT investigations or analysis and a demonstratable understanding of how OSINT strategies can be applied to investigate trafficking in persons and people smuggling.
•  Knowledge of capacity building and workshop facilitation best practices.
• Prior work experience regionally or at the national level within a Bali Process Member State will be viewed favorably.

Skills:

• Demonstrated knowledge of regional migration and border management trends, migration and technology and/or transnational crime.
• Excellent written communication skills, with proven editing skills and strong attention to detail.
• Ability to work in a multi-cultural environment, with a strong capacity for teamwork and coordination.
• Excellent organisational and time management skills and a demonstrated ability to work independently, and to prioritise and complete work in a timely manner.
• Ability to perform a variety of administrative tasks.

Languages:

• Fluency in English (oral and written) is required.
• Knowledge of additional languages spoken by Bali Process Member States would be an advantage.
