Background:
The HIV and AIDS Data Hub for Asia and the Pacific (hereafter, the Data Hub) was launched in 2008. The Data Hub Team operates under the leadership of the UNAIDS Asia and the Pacific Regional Director and Strategic Information Advisor, and produces several strategic information materials, data products and advocacy tools that respond to the needs of different users. Data Hub Team also provides technical support and expert advice on methodologies for modelling and data analysis to different partners to help them in processes for development of the Global Fund concept notes, analysis of regional data, provision of country or population specific fact sheets and provision of data analyses and information for regional meetings, consultations and advocacy events. The Data Hub’s web portal, www.aidsdatahub.org, remains the only regional site of its kind, with a large repository of HIV strategic information on countries in Asia-Pacific and has become one of the region’s most popular HIV knowledge tool.
An improved and visually eye-catching web design was developed during 2012- 2013 to target policymakers with the provision of key regional and country-level HIV facts and messages for advocacy and action on the main landing pages, in addition to the existing detailed data products. Further changes were made to enhance user-friendliness of the site, with information categorized more logically by key population and thematic area, and the online database that mirrors the offline database and allows users to select information and create customized charts online, and a better search function. The website user traffic has been drastically increased since its launch in 2008 when the site was seeing less than 200 unique visitors per month to now over 20 000 unique visitors per month. In June 2023 alone there were 19,000 users with approximately 29,000 pageviews.
Against this background and to fulfil the needs for strategic information, the UNAIDS Regional Support Team for Asia and the Pacific is seeking to hire an ICT consultant to maintain and perform the regular updates and upgrades of the Drupal-based web platform[1] - HIV/AIDS Data Hub for the Asia Pacific.
Scope of Work:
ICT consultancy will be required to work from 1 October 2023 – 31 December 2023. The scope of work includes provision of required technical assistance and deliverables to UNAIDS Regional Support Team for Asia and the Pacific in areas of website maintenance, search engine and online database optimization.
Detailed tasks include but not limited to:
1.1 Website Management and Maintenance
1.2 Ensure search engine optimization and monitor to maximize website users and improve users traffic.
1.3 Ensure that the website is protected and that any chance of data loss is minimized:
1.4 Support to populate website contents:
1.5 Online database
Besides the tasks described above, the consultant will also provide additional support to specific technical tasks related to the website and online database or for specific campaigns/features, which will be as agreed upon with the Data Hub Strategic Information Officer.

These will be as agreed upon with the Data Hub Strategic Information Officer, in line with the strategic directions of the UNAIDS Data for Impact Practice and Regional Support Team for Asia and the Pacific. They might include but not be limited to:
Supervision and Reporting Requirements:
The consultancy will be guided by the Data Hub Strategic Information Officer and Regional Strategic Information Advisor.
Monthly technical report along with progress update and timesheet will be submitted to Data Hub Strategic Information officer copying Regional Strategic Information Advisor.

Duration: The consultant will work for a maximum of 15 working days from 1 October 2023 – 31 December 2023 with the possibility of extension beyond 31 December 2023 depending on the availability of the funding and upon satisfaction of the agreed upon deliverables.
