Background:

The HIV and AIDS Data Hub for Asia and the Pacific (hereafter, the Data Hub) was launched in 2008. The Data Hub Team operates under the leadership of the UNAIDS Asia and the Pacific Regional Director and Strategic Information Advisor, and produces several strategic information materials, data products and advocacy tools that respond to the needs of different users. Data Hub Team also provides technical support and expert advice on methodologies for modelling and data analysis to different partners to help them in processes for development of the Global Fund concept notes, analysis of regional data, provision of country or population specific fact sheets and provision of data analyses and information for regional meetings, consultations and advocacy events. The Data Hub’s web portal, www.aidsdatahub.org, remains the only regional site of its kind, with a large repository of HIV strategic information on countries in Asia-Pacific and has become one of the region’s most popular HIV knowledge tool.

An improved and visually eye-catching web design was developed during 2012- 2013 to target policymakers with the provision of key regional and country-level HIV facts and messages for advocacy and action on the main landing pages, in addition to the existing detailed data products. Further changes were made to enhance user-friendliness of the site, with information categorized more logically by key population and thematic area, and the online database that mirrors the offline database and allows users to select information and create customized charts online, and a better search function. The website user traffic has been drastically increased since its launch in 2008 when the site was seeing less than 200 unique visitors per month to now over 20 000 unique visitors per month. In June 2023 alone there were 19,000 users with approximately 29,000 pageviews.

Against this background and to fulfil the needs for strategic information, the UNAIDS Regional Support Team for Asia and the Pacific is seeking to hire an ICT consultant to maintain and perform the regular updates and upgrades of the Drupal-based web platform[1] - HIV/AIDS Data Hub for the Asia Pacific.

 

Scope of Work:

ICT consultancy will be required to work from 1 October 2023 – 31 December 2023. The scope of work includes provision of required technical assistance and deliverables to UNAIDS Regional Support Team for Asia and the Pacific in areas of website maintenance, search engine and online database optimization.

Detailed tasks include but not limited to:

  1.  

1.1 Website Management and Maintenance

  1. Regularly manage, maintain and improve the functionality of the website, including EMTCT webpage and Malaysia Satellite Hub to ensure smooth access by users through any platforms, devices and operating systems; and ensure the accessibility of the website to low-bandwidth users or slow internet connections, and mobile and tablet platforms.
  2. Keep the server up at all times to provide users with access to required information when they need it.
  3. Coordinate with Web Hosting company to fix any problem related to Web Hosting to ensure a reliable hosting environment and a stable functioning of the Data Hub Website
  4. Ensure conformation to major web-standards so that the website and its content can easily be indexed by major search engines (Google, Yahoo, Bing, etc.), and is accessible by different browsers (Internet Explorer, Firefox, Google Chrome, Safari, etc.) and operating systems.
  5. Provide necessary technical support to improve and optimize current content management system of the website.

1.2 Ensure search engine optimization and monitor to maximize website users and improve users traffic.

1.3 Ensure that the website is protected and that any chance of data loss is minimized:

  1. Regular backup of the website and code backups as required and at least once a week to enable full restoration of the website;
  2. Install security fixes and essential patches as required or at least on monthly basis based on security threats and fine-tune all web features, clean-up errors, inconsistencies, and fix malfunctions and bugs on regular basis and as necessary.

1.4 Support to populate website contents:

  1. Upload relevant publications and information products received from UNAIDS Regional Support Team for Asia and the Pacific to Data Hub website and Data Hub application as appropriate.
  2. Design, develop and upload new rotating banners of the homepage and thumbnails of the various resource materials made available on the website, in consultation with the Strategic Information Officer.
  3. Assist in maintaining and updating the web site calendar of events, as well as the calendar of events and activities of community partners.

1.5 Online database

  1. Maintain and improve the structure and functionality of the online database as necessary;
  2. Apply the most up-to-date database technology and ensure the optimal user experience in accessing the database.

Besides the tasks described above, the consultant will also provide additional support to specific technical tasks related to the website and online database or for specific campaigns/features, which will be as agreed upon with the Data Hub Strategic Information Officer.

 

Deliverables:

These will be as agreed upon with the Data Hub Strategic Information Officer, in line with the strategic directions of the UNAIDS Data for Impact Practice and Regional Support Team for Asia and the Pacific. They might include but not be limited to:

  • Accessible website and online database at all times and free of both system and functional glitches.
  • Secure and bug-free website and regular back-up of the entire database, reference materials and website features and be able to restore all the data as soon as possible in case of any errors.
  • Monthly written back-up report summaries and updates including analysis of users’ profile and website traffic.
  • Online database monitored, maintained and improved to reflect the changes made in offline database and to meet the users’ needs using the most up-to-date online database technologies.
  • Search engine optimized with increased unique visitors. Appropriate monitoring tool for the website traffic and analytics.

 

Supervision and Reporting Requirements:

The consultancy will be guided by the Data Hub Strategic Information Officer and Regional Strategic Information Advisor.

Monthly technical report along with progress update and timesheet will be submitted to Data Hub Strategic Information officer copying Regional Strategic Information Advisor.

 

Qualifications or Specialized Knowledge/Experience Required:

Essential:

  • Professional or Master’s degree in Computer Science, GIS or related fields
  • A minimum of 5 years’ experience in technology related strategic planning in large scale information systems with at least 5 years’ experience in providing innovative sustainable technology solutions in public health domain 
  • Excellent English language written and verbal skills

Preferred:

  • Ability to keep-up with rapidly changing information and communications technology especially in the areas that are relevant to health information systems.
  • Proven portfolio of website management and maintenance.
  • Experience working with international organizations, preferably the UN
  • Basic knowledge of HIV/AIDS
  • Familiarity with Data Hub website structures, features and content management system (CMS)

 

Duration: The consultant will work for a maximum of 15 working days from 1 October 2023 – 31 December 2023 with the possibility of extension beyond 31 December 2023 depending on the availability of the funding and upon satisfaction of the agreed upon deliverables.
