Department Description

AAT Program Department comprises Community Engagement and Legal Services.   The goal of Community engagement is to empower and build on refugees' existing capacities by engaging refugees and encouraging refugees' decision-making process through AAT community empowerment projects.

The goal of legal services is to make sure refugees have access to justice and get  necessary support for them to present their refugee claim  under the status determination process. Refugees should be able to live safely  while in the country of asylum.  Lastly we provide relevant information so that refugees have, and can make decisions, on the choices of long-term solutions.

 

Position Description

 

Asylum Access Thailand (AAT) conducts  a wide variety of programs including individualized legal assistance, community outreach and empowerment, strategic litigation and policy advocacy. Each of these programs contributes to our vision of a world where refugees can move safely, live freely and rebuild their lives. AAT’s monitoring, evaluation, accountability and learning efforts ensure that we are on track to create this impact, and help inform strategy changes when they are necessary. The MEAL Coordinator supports AAT’s planning, monitoring, evaluation, accountability and learning efforts.  By ensuring that we are accountable to the goals we set, the staff member in this position ensures a high level of quality in our services and the achievement of our desired impact. 

 

Key Responsibilities

 

Monitoring

    • In close collaboration with the program team, track and oversee the implementation of harmonized monitoring tools and aligned indicator definitions for each team and each project. 
    • In close collaboration with the program team, put in place an operational MEAL plan to monitor and document the progress of implementation of Programme activities.
    • Develop, and maintain an updated Indicator Performance Tracker and Output Tracker, in additional other report requirements as may be requested.
    • Provide technical guidance and lead capacity building of the staff, and stakeholders on implementation of MEAL within the Program; to include capacities for data collection, storage, indicator definition and reporting. 
    • Review Programme data collection tools to ensure that tools provide required information on programme indicators.
    • Enhance use of digital data management within the program.
  • In close collaboration with Global team, review, improve and/or develop functional and user friendly client database
  • Conduct routine data quality assessment and continuous quality improvement of the program to ensure program implementation and report quality.
  • Participate/coordinate the design of quantitative and qualitative participatory Programme evaluations (baseline, annual and final evaluations), assessments, reviews and other special studies.
  • Where applicable, roll-out mobile data collection and monitoring systems and document learning and suggestions for improvement. 

Evaluation: 

  • Coordinate the development of Terms of Reference for the programme evaluations with AAT Program Director and Coordinator of each team.
  • Coordinate the logistics of project evaluations as necessary and ensure data collection, analysis and write-up is in line with AAT and donor standards as well as set timelines. 

Accountability

  • Improve the Complaints, Feedback, Response and Feedback that is functional and accessible by AAT’s clients.  
  • Collect and manage complaints and feedback in close coordination with the Program Director and team. Track timeliness of response to complaints and maintain an updated Programme complaints tracker.  

Learning: 

  • Foster and develop a culture of learning within AAT
  • Establish information sharing mechanisms for staff to document and share examples of good and bad practice and learning internally and within AAT network and Asylum Access
  • Identify opportunities for research and learning questions in collaboration with Programm team and networks
  • Facilitate documentation of programme results, impact, best practices and significant changes. Document learnings and best practices; disseminate learnings, reports, publications and participate in learning sessions, and ensure that the lessons learnt are utilized to inform programming and advocacy.

 

Report to:  Director of Program

 

 

Required Qualifications

  • Strong interest in refugee rights and response
  • Experience in executing monitoring and evaluation of a variety of programs
  • Highly comfortable with both qualitative and quantitative data collection, management and analysis, technically savvy and proficient with different  online database system
  • Flexible and adaptable, willing to quickly adopt new tools and iterate in response to feedback and changing program needs
  • Impeccable attention to detail and ability to relate details of data to the larger picture of organizational success and impact
  • Strong relationship-builder and facilitator, able to build collaboration with staff and volunteers with many different areas of expertise to tell the story of Asylum Access Thailand
  • Ability to communicate complicated ideas clearly and concisely, building capacity across the organization for successful strategy development
  • High level of cultural sensitivity and understanding
  • Ability to work both collaboratively and independently

 

Preferred Qualities

  • Bachelor’s and/or Master’s degree in the social sciences or relevant field
  • Experience developing monitoring and evaluation systems from conception to implementation
  • Experience in evaluation of advocacy programming
  • Experience with grant proposals and/or reporting
  • Familiarity and comfort working with a multicultural and international environment; 
  • Professional fluency in English and Thai


 

Salary and Benefits

The  MEAL Coordinator will receive a monthly payment of THB 50,000 per month. Health insurance and vacation and other leave days.

 

Hours and Location of Work

The  MEAL Coordinator is a one year contract.  AAT practices a hot desking policy where team members are free to use any available desks on the day working in the office.  The position will be responsible to work remotely when the presence in the office is not necessary.   Candidates should be aware that some flexibility regarding working hours is required in order to take off-hour calls and meetings with colleagues at HQ, clients, and different networks.
