Database Developer

USAID Thailand Counter Trafficking (CTIP) in Persons Activity

 

Title:                                  Database Developer

Type of Contract:             Firm Fixed Price

Reports to:                       Meghan MacBain – Chief of Party for the USAID Thailand CTIP Activity

Duration:                           5 months

Timeframe:                        February 2024 – June 2024

 

Background:

USAID Thailand Counter Trafficking in Persons activity (USAID Thailand CTIP) seeks to reduce trafficking in persons (TIP) and to better protect the rights of trafficked persons in Thailand by reducing demand and incentives for using trafficked labor, empowering at-risk populations to safeguard their rights and strengthening protection systems for survivors. As a source, transit, and destination country for TIP, Thailand is impacted by this crime in various ways. USAID Thailand CTIP strengthens collaboration among the public and private sectors and civil society to promote a rights-based approach to victim identification and assistance. This includes qualitative research on good practices in assistance to lesbian, gay, bisexual, transgender, queer, and intersex (LGBTQI+) survivors of TIP. By ensuring that trafficked persons are identified and receive the support they need, their rights will be better protected, and they will be less at risk of being re-victimized. 

 

Objectives:

  • Winrock is looking for a vendor/ software developing firm to develop a database for forced labor screening statistics.

 

Tasks and responsibilities:

  • Specific tasks and responsibilities include but are not limited to.
  • Managing the software/ database development team.
  • Determining the appropriate base/tool for the database as well as statistical application that will enable users to conduct data entry, data extraction and data visualization.
  • Developing and create a website-based statistical information system and associated database for forced labor and human trafficking screening workflow based on the lists of indicators and data that are needed as per the requirements of the RTG.
  • Attending the meeting, workshops, discussions with Winrock, partners and the RTG as and when needed.
  • Submitting the specified deliverables to Winrock and partner for comments and approval.
  • Develop an accompanied user’s manual and training materials.
  • Conducting training of master trainers and users for data entry and extraction, as well as system maintenance and troubleshooting.
  • Support in troubleshooting during the piloting and after handing over of the database.

 

Qualification and Competencies: 

  • Winrock is seeking qualified individuals, teams, or firms to carry out this work. The principal candidate must fulfill at least the following criteria.
  • Proven experience in designing and developing databases.
  • Minimum of 5 years of combined and relevant experience in database development and maintenance.
  • In-depth understanding of data management (e.g., permissions, recovery, security, and monitoring).
  • Extensive knowledge of software development and user interface web applications.
  • Ability to understand front-end users’ requirements and a problem-solving attitude.
  • Experience in development of front-end users’ requirements and problem-solving attitude.
  • Excellent analytical, organization and trouble shooting skills.

 

Deliverables:

  • Inception report with updated project plan.
  • Database and web-based application developed and delivered as per technical requirements stated in the scope of work and agreed with Winrock.
  • Conducted orientation training for targeted end users.
  • Conducted software/database maintenance training for Ministry of Labor’s IT staff (one working day).
  • Delivered final version of the developed database along with documented source code.
  • Delivered user’s manual and training materials.
