The Australia–Asia Program to Combat Trafficking in Persons (AAPTIP) is a five-year (2013–2018) AU$50 million initiative of the Australian aid program that aims to reduce the incentives and opportunities for trafficking of persons in the Association of South East Asia Nations (ASEAN) region.
AAPTIP builds on Australia’s long-term support for programs to strengthen the criminal justice response to human trafficking in Asia. These programs include the Asia Regional Cooperation to Prevent People Trafficking (ARCPPT; 2003–2006), and the Asia Regional Trafficking in Persons (ARTIP; 2006–2013) project.
AAPTIP focuses on the prosecution pillar of anti-trafficking at the national and regional level. Support will be provided to the ASEAN Secretariat (ASEC), and partner countries Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, Thailand and Vietnam. Country Program Office Assistant and Workshop Coordinator – Terms of Reference
AAPTIP will strengthen the criminal justice response to trafficking by: enhancing regional and national investigative and judicial cooperation on trafficking cases; strengthening legislative frameworks; providing adequate support for victim-witnesses; and expanding the evidence base for policy development and decision-making.
Summary of Role
The Country Program Coordinator (CPC) is the main liaison point between the program and the National Program Steering Committee (NPSC) in each country. Their primary role is to support the national implementation of AAPTIP in line with national priorities and regional developments. This will involve assisting the NPSC in the preparation of annual work plans and budgets (for the use of AAPTIP resources) and ensuring AAPTIP resources are then implemented appropriately and effectively, and that results are appropriately monitored and reported. The role will involve providing strategic advice to national counterparts and the AAPTIP regional management. The CPC is also the program’s representative in each country.
Specific Duties
> Under direction of the Deputy Team Leader, manage the AAPTIP in-country office and staff;
> Liaise between AAPTIP and NPSC, including establishment and maintenance of excellent working relationships based on mutual accountability and respect;
> Ensure excellent two-way communication between AAPTIP regional advisers, NPSC members and other national stakeholders to ensure mutual understanding and clear common objectives to achieve program results;
> Keep abreast with national developments in the TIP sector;
> Provide strategic and technical advice to national counterparts and the AAPTIP regional management based on program results and developments in the national TIP sector;
> Support NPSC to prepare their annual work plans and budgets for the use of AAPTIP programming resources, as well for technical advisory support, in line with national TIP action plans and priorities;
> Provide general secretariat support for NPSC meetings, including preparation of draft agendas, taking minutes and recording outcomes;
> As and when required, support NPSC to prepare applications for Flexible Funds, based on the established guidelines for the use of such funds;
> Provide in-country logistical support for regional Long-Term and Short-Term Regional Advisers, including for the organisation and delivery of workshops, training or other events being facilitated or delivered by these advisers;
> Work jointly with implementing partners to ensure effective ongoing monitoring of AAPTIP supported initiatives;
> Ensure all necessary administrative and financial records are kept, in line with established AAPTIP systems and procedures;
> In close consultation with NPSC members, prepare six-monthly and annual reports on activities implemented and results achieved or contributed to through the use of AAPTIP resources;
> Undertake ongoing risk assessment and management, to help ensure AAPTIP remains relevant, efficient and effective in delivering support to the NPSC;
> Ensure compliance with DFAT core policies, including but not limited to Disability and Child Protection Policy;
> In coordination with DFAT, liaise closely with whole-of-government partners including AGD, AFP and DFAT on issues relevant to criminal justice sector capacity building coordination and harmonisation, and other initiatives focussing on anti-human trafficking; and
> Other duties as directed by the Deputy Team Leader.
Core Competence Required
> Demonstrated understanding of the national human trafficking situation, including national legislation and the role of key criminal justice sector institutions in-country;
> Demonstrated understanding of development principles and how the development sector operates in-country;
> Demonstrated ability to provide advice to management and counterparts;
> Demonstrated sound project planning and management skills, including the preparation of results-focused annual work plans and budgets;
> Demonstrated project monitoring and reporting skills;
> Ability to represent the program at the national level and liaise with senior criminal justice sector officials;
> Strong written and oral communication and interpersonal skills, including good written and oral English language skills;
> Demonstrated understanding and appreciation of gender and human rights issues; and
> Competent information technology skills.
Qualifications
> A post-secondary or tertiary qualification in a relevant discipline, such as criminal justice, law, management, economics or international development is highly desirable.
