Climate Action Specialist and Coordinator to support UNFCCC-IGES RCC Asia Pacific operations


The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The secretariat supports the Convention, the Kyoto Protocol and the Paris Agreement through a range of activities, including substantive and organizational support to meetings of the Parties.

The Regional Collaboration Centres (RCCs) support national climate action through capacity-building, technical assistance, and strategic networking. Since the adoption of the Paris Agreement in December 2015, the RCCs have had the broader task of supporting the implementation of the Paris Agreement. The UN Climate Change Secretariat partners with organizations to operate six RCCs globally:


• Asia and the Pacific: RCC Bangkok (Institute for Global Environmental Strategies [IGES])
• Middle East, North Africa and South Asia: RCC MENA and South Asia (World Green Economy Organization [WGEO])
• Eastern and Southern Africa: RCC Kampala (East African Development Bank [EADB])
• Western and Francophone Africa: RCC Lomé (Banque Ouest Africaine de Développement [BOAD])
• Caribbean: RCC St. George’s (Windward Islands Research & Education Foundation [WINDREF])
• Latin America: RCC Panama (UN Environment Programme [UNEP])

The RCC Asia and the Pacific facilitates the acceleration of climate action in 40 countries in the Asia-Pacific region. RCC Asia Pacific was established in 2015 with the signing of an MoU between UN Climate Change and the Institute for Global Environmental Strategies (IGES).

Location and Duration

The assignment is for a period of one year with possibility of extension thereafter, starting as soon as possible. The Specialist is expected to be in Bangkok, Thailand at the start of the contract. Travel in the region and beyond will be required as deemed necessary to deliver the outputs.

Supervision

The Specialist will work under the direct supervision of the RCC Asia Pacific Regional Lead including for performance and administrative issues. The Specialist will receive the required ICT, office, and administrative support from the respective RCC.

Outputs

The responsibilities include operational, management and technical support tasks. In particular, the Climate Action Specialist and Coordinator will be asked to provide operational support to the RCC Asia Pacific projects as approved by the Steering Committee by:

Advising, consulting with regional stakeholders, conceptualizing and implementing in the capacity of a project manager for assigned projects to be delivered in time, and with high quality while ensuring the alignment of work plan RCC Asia Pacific annual work plan, capitalizing on its platforms;
• Reporting to the Team Lead on a regular basis to overall progress achieved on projects and escalation of any issues including continuously maintaining data in relevant RCC platforms;
• Providing technical backstopping to project/s to ensure that activities are undertaken in timely and effective manner including support to regional experts to facilitate the implementation of the Paris Agreement;
• Leading on generating monitoring and evaluation reports and communication to relevant bodies;
• Responsible to identify and reaching out to regional key stakeholders to establish partnerships and terms of collaboration and information sharing best practices;
• Representing the RCC at local, regional, and global fora;
• Organizing assigned events and workshops at the local and regional levels in alignment with workplan of RCC Asia Pacific;
• Leading on research at the regional level to support the work of RCC Asia Pacific, including technical data collection and analysis. The incumbent is also expected to lead on providing technical support on the implementation of the relevant RCC Asia Pacific workplans in areas of:

Support Mitigation related activities
• Support the Response Measure Unit (RMU) Team on KCI/Just Transition in gathering information and data regarding the impact of the implementation of response measures and in delivering regionally focused capacity building activities or scoping workshops;
• Participate in regular regional meetings relevant to Just Transition;
• Contribute to ongoing regional events or knowledge products on the topic of Just Transition in collaboration with KCI Team.

Support Means of Implementation in Technology and Capacity Building
• Support the circulation of communication products of the TEC and the Technology team (articles, policy brief, publication, etc.) at a regional and national level, and encourage regional and national stakeholders to further amplify messaging on their own;
• Support the organization of regional event related to technology gaps and needs assessment, including communication and identification of relevant case studies and speakers from the respective regions;
• Support the implementation of the mandates of the Paris Committee on Capacity Building (PCCB) particularly through the PCCB network and engagement in regional climate weeks;
• Support addressing the identified capacity building needs for climate Action, in collaboration with private sector enterprises, SME Networks and Youth Networks in AP for UNFCCC initiatives.

Support Engagement and Participation in Climate Action of Non-Party Stakeholders
• Explore opportunities to work with regional and national partners in taking forward the climate agenda with private sector engagement, SMEs, youth, women, and other stakeholders
• Support engagement with UN agencies (such as IOM, UN Women, UNICEF, UNDRR, ESCAP, UNDP, ILO) and other local organization (e.g. youth organizations, LGUs, Universities, UN Global Compact) to build new partnerships and opportunities for cooperation, e.g. input to/co-organize events and meetings, collaborate on implementing joint activities.
• Coordinating and executing regional activities under the Action for Empowerment (ACE), Global Stocktake, the Marrakesh Partnership Global Climate Action Agenda and Gender, in collaboration with and upon request from relevant Units;
• Lead or supervise the activities within Asia-Pacific Platform on Youth Empowerment in Climate Action (YECAP), including inputs to project proposal and evaluation reports;
• Support related activities in the Asia-Pacific region under the UN Issue-based Coalitions by participating and contributing to regular meetings on relevant topics;
• Support to maintain strategic partnerships with the Resident Coordinator Office in Thailand and other countries, as applicable, in coordination with Bonn Workstream Units.

Communication related activities
• Inputs to the RCC Asia and the Pacific achievements in relevant sections of the RCC Annual Report;
• Inputs to reporting documents upon request from RCC Global;
• Taking stock of the outreach and engagement needs in the region, including opportunities to collaborate and build partnerships with UN Agencies and other stakeholders;
• Coordinate publishing of outreach materials (e.g. campaigns, newsletters, SIA or newsroom articles, story for blogs) in alignment with C&E Team of Bonn, with key inputs from regional experts/ colleagues in drafting of articles
• Supervise webpage updates with inputs from RCC Asia-Pacific colleagues and in coordination with Bonn

Other areas of work
• Perform other functions as may be requested by the Regional Lead in pursuit of the implementation of the RCC AP workplan.

Educational background

First level university degree (Bachelor or equivalent) in economics, environmental economics, environmental science, engineering, business administration, international affairs, social science, or a related discipline.

Experience
• At least three (3) years of relevant experience in project management, delivery of technical support, and/or capacity-building. General experience in climate change issues is a strong asset.
• Understanding of the UNFCCC intergovernmental process is a strong asset.
• Experience in supporting the different processes at the climate change intergovernmental level is an asset.
• Experience working at an international organization is an asset.
• Experience in research, info management system, design and visuals and database management is desirable.

Job-related requirements and skills
• Monitoring and evaluation of progress on the basis of pre-determined objectives, baselines and milestones and report to team lead accordingly.
• Analytical skills, excellent written and oral communication, strategic planning skills, innovative, thinking on professional, organizational and workflow issues including to interpret, adapt and propose options for changes to existing guidelines; and the ability to coordinate and engage several types of stakeholders.
• Capacity to undertake at local and regional travel.

Language and functional skills

Fluency in English, both oral and written.
